About the role
This position is instrumental in Region wide change initiatives and DYS policies and procedures. This position provides DYS representation that provides division knowledge and input with outside partnering agencies. This position supports the Regional Services team by being a key decision making member of internal and external committees.
Responsibilities
- Regional Practices Support: This Position Is The Staff Authority Relating To Division Of Youth Services Policies, Practice And Procedures As They Relate To Juvenile Justice Systems And Regional Protocols.
- Ensures safety, permanency, and well-being for children/youth adjudicated and committed to DYS.
- Expertise in risk needs and responsivity approach.
- Designs/monitors case management tools and forms.
- Supports recruitment and connection with community providers.
- Coordinates with Regional Services Administrator to ensure minimum required services and initiative-based changes.
- Supports the Fostering Youth Success Voucher program.
- Supports change initiatives, statute changes, and regional operating procedures.
- Supports client managers to ensure MDT model fidelity.
- Collaborates with Regional Compliance Coordinator to offer coaching opportunities.
- Creates and facilitates Champion committees and subcommittee meetings.
- DYS Representation & Decision Making: This role is involved with several external committees that partner with DYS or are within CDHS. This position will need to be versed in DYS procedures and practices in order to best articulate DYS to external partners.
- Project Coordination & Staff Authority: Takes a leadership role in collaborating with regional champions and representatives to lead change initiatives. Provides coaching and guidance to champions during change implementation. Provides on-site support to regional office staff during change initiatives. Provides leadership to Regional staff (Client Manager/Parole Officers and Program Managers).
- Policy And Procedure Development: Analyzes, reviews, consolidates, and streamlines Division policy governing the Client Management and Parole systems. Develops new Division policy and procedure in the Client Management and Parole systems where procedures have not previously existed. Continually assesses procedures to ensure consistent Statewide Client Management and Parole Practice.
Qualifications
- Seven (7) years of relevant experience in an occupation related to the work assigned to this position OR Education And Experience A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.
- Preferred Qualifications: Experience in case management, DYS, and/or working within the Juvenile Justice System. Knowledge of the Children's Code and DYS policies. Google Office knowledgeable. Knowledge of Motivational Interviewing and Trauma Informed Care and/or Response. Experience with program management involving multiple agencies, departments, contractors or organizations. DYS Regional Experience.

- MOTOR VEHICLE RECORD CHECK: This position will drive a state fleet or non-state fleet vehicle for State business purposes. Be a minimum of 21 years of age. Current/Valid and non-restricted CO Driver’s License.
- Travel – This position requires travel to state-wide regional offices as well as attending meetings at different locations. This position will require the ability to be physically present at the various region locations across the state to meet regional needs. This position will have access to vehicles at the Central Office and will need to have the ability to travel throughout the work week.
- Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
- Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, Field Training Program (FTO), and mandatory annual training in all subject areas.
