About the Role

This position leads, manages, and supervises providers in an assigned region and/or specialty care area(s), promotes the integration of clinical programs including dental, vision, pharmacy, and case management, and any specialty services offered at St. John’s Community Health. As a medical provider, the Regional Medical Director will continue to provide comprehensive, coordinated, primary and preventive health care services to a diverse and underserved patient population. The role ensures execution of assuring access to high-quality, affordable care for all. The position ideally allocates 40% of time to administrative duties and 60% to clinical duties.

Responsibilities

  • Recruitment and Onboarding
    • Support Regional Medical Directors with recruitment of Providers and perform site visits as necessary.
    • Collaborate with Director of Recruitment, Human Resources, and Credentialing to ensure timely start of clinicians.
    • Ensure adequate initiative and participation from onboarding mentors for training.
    • Conduct quarterly check-in meetings with all new providers and mentors to support onboarding progress.
  • Provider Mentorship
    • Supervise chart review and closures of providers.
    • Perform chart audits as needed and report findings to the Chief Medical Officer (CMO) and Regional Medical Directors (RMDs).
    • Take necessary action to rectify audit findings based on guidance from the CMO or designee.
    • Propose plans to prevent recurrence of delinquencies.
    • Assist in chart closures to maintain compliance with MRCP for providers with over 100 open charts or those who have left the organization.
  • Programs and Other Support Lines
    • Collaborate with Programs to provide clinical support in achieving grant deliverables and site visits under the direction of the Chief Medical Officer.
    • Provide clinical support in analysis and management of data related to programs under the direction of the Director of Quality and Compliance.
    • Participate in Health Information and Technology software update meetings, including technology update trials.
  • Quality Compliance and Site Audits
    • Collaborate with the Medical Leadership Team to provide clinical support in achieving audit deliverables and site visits for HRSA/MHLA and other organizations under the direction of the CMO.
    • Provide clinical support in analysis and management of data related to yearly medical audits under the direction of the Director of Quality and Compliance.
  • Grievances and Risk Management
    • Ensure timely completion of health plan grievance responses pertaining to the medical department under the direction of the Director of Quality and Compliance, in collaboration with Site Lead Providers and Site Representatives.
  • Managerial Skills
    • Support and implement the organization’s vision, mission, and values.
    • Conduct orientation for new medical staff members covering St. John’s philosophy, medical protocols, and proper patient care.
    • Organize and prioritize work without supervision; expertise with EHR, Microsoft Excel, and Word.
    • Supervise personnel, including screening, interviewing, hiring, disciplining, and terminating staff.
    • Guide, direct, discipline, coach, and motivate staff regarding work performance, problem-solving, and decision-making.
    • Assist in the recruitment and selection of site lead providers and clinicians.
    • Participate in setting staffing levels and training initiatives.
    • Supervise all medical services offered by the programs.
    • Complete probationary and annual performance reviews on or before due dates.
    • Handle clinical grievances and incident reports pertinent to patient care, involving HR/CMO and escalating as appropriate.
    • Ensure programs effectively accomplish established goals and document all activities clearly.
    • Actively participate with other Regional Medical Directors and in facility committees.
    • Meet with Lead Providers and other providers monthly on quality issues.
    • Conduct provider meetings regularly in collaboration with other Regional Directors and the CMO.
    • Review and approve clinical policies, medical protocols, and standing orders regularly in collaboration with other regional directors and the CMO.
    • Oversee quality of patient care and monitor clinical issues to ensure proper protocols are used and risk is minimized.
    • Review credentials and delineate clinical privileges for physicians, dentists, nurse practitioners, and optometrists.
    • Coordinate clinical care with the Dental Director and cross-refer dental patients.
    • Promote clear communication between Medical Operations and other staff members.
    • Disseminate and interpret outcomes information for clinicians to improve quality of care.
    • Represent St. John’s with the administration and medical staff of contracted hospitals, building cooperative relationships.
    • Assess care provided to St. John’s patients by hospitalists and specialists and participate in quality and utilization reviews.
    • Develop and implement clinical staff education and training plans for technology adoption.
    • Identify and utilize learning opportunities to increase leadership, management, clinical, and technical proficiency.
    • Handle sensitive or confidential information with discretion and judgment.
    • Set the level of medical care and quality for patients, monitoring care using available data and chart reviews.
    • Actively engage in Population Health Management, including specialty care services.
    • Assist with EMR optimization, data governance, quality assessment, and improvement.
    • Monitor quality metrics for assigned clinics and aim to improve measures at site, regional, and company levels.
    • Lead or participate in other projects as required.
    • Coordinate new provider orientation, onboarding, and trainings for the internship program.
  • Clinical Responsibilities
    • Review patient files/records, including allergies, problems, medications, and immunization status.
    • Elicit and record patient medical history.
    • Examine patients for symptoms or physical information.
    • Order or execute tests, analyses, and diagnostic images to provide information on patient conditions.
    • Analyze reports and findings to diagnose patient conditions.
    • Administer or prescribe treatments and medications, determining dosage and schedule based on patient condition and allergies.
    • Discuss potential side effects of medication or immunization with patients.
    • Prescribe vaccinations to immunize patients from communicable diseases.
    • Promote health through advice on diet, hygiene, and disease prevention.
    • Provide prenatal care to pregnant women and postnatal care to mothers and infants.
    • Perform surgical procedures commensurate with surgical competency.
    • Refer patients to medical specialists as necessary for their well-being.
    • Document patient visits, including medical history, physical exams, diagnoses, and plans of action.
    • Follow up with patients regarding progress in high-risk or emergency cases.
    • Conduct physical examinations for school admission, job consideration, or insurance eligibility.
    • Administer Family Planning services in compliance with Title X Rules and Regulations/Protocols.
    • Review and audit health charts of patients receiving Family Planning services.
    • Attend annual Family Planning seminars as instructed by the CMO.
    • Commit to St. John’s mission through clinic involvement and engagement in healthcare community events.
    • Meet provider goals: see a minimum of twenty-four patients per day, subject to clinic goals.
    • Provide cross-coverage to fellow clinicians during weekdays and weekends.
    • Educate patients and family members on health promotion, disease prevention, and birth-control methods.
    • Coordinate efficient patient flow through the system of care.
    • Provide basic mental health assessment and treatment for non-emergent conditions such as anxiety, depression, and simpler eating disorders.
    • Practice safety, environmental, and infection control methods.
    • Provide triage and treatment services during disasters, per protocol.
    • Supervise and mentor PAs/NPs and co-sign their charts.
    • Maintain current knowledge-base and appropriate licensure.
  • Financial/Budgetary Skills
    • Coordinate financial budget with the CMO and Chief Financial Officer (CFO).
    • Monitor financial performance, set goals (financial, quality, etc.) for the provider team, and hold them accountable.
    • Oversee management of participants' medical situations and site use of medical specialists and inpatient care.
    • Focus on financial objectives of the market/company.
    • Evaluate capital equipment and staff needs, making recommendations to management.
    • Participate in bringing new business to the centers.
    • Recommend potential growth opportunities for new or existing services.
    • Review expenses to ensure costs are appropriately controlled and monitor financial indicators such as labs, pharmacy utilization, and referrals.
  • Community Engagement
    • Engage with outreach and case management staff to inform and implement community engagement strategies.
    • Represent St. John’s at relevant community and government meetings, including Right to Health Committee meetings.
    • Engage with community and government stakeholders to achieve work plan objectives.

Qualifications

  • Board Certified Physician.
  • California License to practice medicine and unrestricted DEA License.
  • Experience in leadership and working with underserved patient populations, with preference in community health centers.
  • Demonstrated experience developing and implementing quality improvement programs.
  • Experience with managed care, administration of programs, and staff supervision.
  • Demonstrated experience with Electronic Medical Records and Computer-Based Systems.
  • Assures personal compliance with licensing, certification, and accrediting bodies.
