Regional EMS Quality Assurance Coordinator
Position Summary
The Quality Assurance (QA) Coordinator functions as a liaison between the Pennsylvania Department of Health, Bureau of Emergency Medical Services (BEMS), the State Medical Advisory Committee (SMAC) in conjunction with PEHSC, Bucks County EMS agencies, the Bucks County Emergency Communications Center, and other stakeholders involved in the delivery of prehospital emergency care. Monitors the delivery of prehospital care at all levels, including all phases of an emergency medical response. Identifies strengths, weaknesses, opportunities, and threats (SWOT) to support data-driven improvements in the delivery of prehospital patient care. Monitors compliance of prehospital EMS activities with standards established by Federal, State, and local authorities, nationally recognized medical standards, and/or administrative and medical standards of the Bucks County Emergency Health Advisory Council, its Medical Director, or designated committees. Works closely with all stakeholders responsible for continuous improvement of prehospital care, including but not limited to: the State and Regional Medical Advisory Committees, PEHSC, hospitals, receiving facilities, and the Bucks County Emergency Health Services Advisory Council. Assists Bucks County Emergency Management and supports special operations teams as needed.
Essential Functions And Responsibilities
Supervise the collection of data for quality assurance purposes; create and provide quality assurance data reports.
Analyze quality assurance data to identify system trends, activities, and developments; report findings to appropriate personnel, committees, and agencies.
Carry out BEMS-approved investigations and prepare final reports on findings.
Maintain all records related to the Quality Assurance process in a secure and confidential manner.
Support and maintain the regional data collection system; act as a liaison for all stakeholders.
Conduct regional performance reviews as required by BEMS or directed by the Regional Medical Director and/or Deputy Director of Emergency Health Services.
Present screened cases, data summaries, and related information to the Quality Assurance Committee or other appropriate peer review committee without bias, opinion, or recommendation.
Record recommendations and/or decisions of the peer review body and/or Regional Medical Director and assist in executing associated administrative requirements.
Organize and lead regional quality assurance/quality improvement meetings.
Serve as an ex officio member of the Regional Medical Advisory Committee (RMAC); assist the Regional Medical Director with administrative responsibilities associated with RMAC.
Execute assignments in support of the Emergency Health Services office and/or EMS system as directed by the Deputy Director.
Manage mass casualty/care assets.
Assist the Education Coordinator with the distribution of training equipment, classes, and state certification exams as needed.
Absorb the Field Representative with EMS agency spot inspections, safety inspections or investigations, and medical command facility inspections as needed.
Absorb the Training and Recruitment Coordinator with educational and training initiatives, as well as recruitment events, as needed.
Provide staffing support for the Bucks County Emergency Operations Center (EOC) during activations, drills, or as requested.
Absorb Bucks County Emergency Management and support special operations as requested.
