Core Responsibilities
- Lead all on-site construction activities across Northern Virginia and the Mid-Atlantic region, ensuring consistent execution, schedule discipline, and adherence to budgets.
- Oversee Senior Superintendents, Superintendents, foremen, and field crews, holding teams accountable for executing standard operating procedures.
- Serve as a recognized operational leader for B&S in NOVA’s mission-critical ecosystem, strengthening relationships with major GCs and hyperscale clients.
- Represent B&S as the preferred site development partner for mission-critical GCs operating in Loudoun County, Prince William County, Ashburn, Manassas, and the broader Mid-Atlantic.
- Partner with the VP/GM – Northern Virginia, Business Development, and Estimating on pursuits, providing constructability reviews, means/methods evaluations, crew/equipment planning, and phasing recommendations.
- Participate in intake and pre-bid reviews, validating productivity assumptions, staffing plans, sequencing, and operational feasibility.
- Support preconstruction efforts with field-based credibility that helps win work and reduce execution risk.
- Drive schedule discipline, track the critical path, and coordinate trade sequencing across all active jobsites.
- Establish and enforce realistic, defensible production rates by activity, depth, and site conditions.
- Direct labor, equipment, and resource allocation across projects to maximize productivity and utilization.
- Lead recovery planning and corrective action efforts when performance falls below expectations.
- Champion a safety-first culture in partnership with the Safety organization.
- Establish, enforce, and maintain corporate safety policies, including OSHA standards.
- Conduct regular safety inspections and enforce risk-management protocols.
- Maintain accountability for regional TRIR and overall safety performance.
- Recruit, hire, develop, and retain B&S’s self-perform workforce across Northern Virginia and the Mid-Atlantic.
- Build strong local labor pools to reduce reliance on traveling labor, especially in high-demand data-center markets.
- Mentor and develop superintendents and foremen, strengthening organizational bench strength.
- Partner with HR on workforce planning, recruiting strategies, onboarding, certifications, training, and retention.
- Foster a culture of accountability, operational excellence, safety, and continuous improvement.
- Oversee workforce scheduling, material logistics, and equipment allocation to maximize productivity and eliminate bottlenecks.
- Minimize unnecessary rental, standby, downtime, and overtime costs while maintaining operational readiness.
- Monitor and analyze production metrics to identify trends, diagnose root causes, and implement corrective actions.
- Manage subcontractor performance, negotiate field issues, and expand the subcontractor base.
- Ensure subcontractors meet B&S’s standards for safety, quality, and schedule adherence.
- Partner with Project Managers on operational budgets, labor planning, equipment forecasting, change order development, and cost-code discipline.
- Support development of baseline schedules, phasing plans, and recovery strategies.
- Ensure consistent field documentation, production tracking, reporting, and performance measurement through company systems and processes.
- Champion adoption of technologies and tools that improve field performance and operational visibility.
- Partner with the VP/GM – Northern Virginia to develop annual operating plans, workforce forecasts, equipment-capital strategies, and regional growth initiatives.
- Provide operational insight on project selection, market expansion opportunities, staffing requirements, and resource capacity planning.
- Drive consistency in operational processes, reporting, and field standards across all Northern Virginia and Mid-Atlantic projects.
- Identify project delays, cost overruns, or quality deviations early, implementing corrective actions to ensure successful turnover.
- Serve as an early-warning system for leadership by escalating risks and recommending practical solutions.
- Maintain accountability for quality assurance and reduction of punch-list items at turnover.
Key Qualifications
- 20+ years of progressive heavy-civil, self-perform construction leadership, including oversight of multiple concurrent projects and teams.
- Deep expertise in earthwork, mass grading, and wet utilities (storm, sanitary, water).
- Proven success representing a construction organization with GCs, developers, and owners throughout pursuits, preconstruction, and execution.
- Experience leading regional operations through periods of growth, including workforce planning, resource forecasting, process standardization, and organizational development.
- Strong conflict resolution, negotiation, and change-management skills required to influence large, diverse teams.
- Deep understanding of construction documents, phasing plans, permitting, and modern field documentation systems such as Procore.
- Strong safety leadership record; OSHA 30/500 preferred.
- Proficiency with construction scheduling software and ability to interpret civil plans, profiles, and phasing plans.
- Northern Virginia-based and willing to travel throughout the Mid-Atlantic and Southeast.
- Mission-critical, data center, or large-scale industrial site development experience strongly preferred.
