Refugee Cash and Medical Assistance (RCMA) Program Coordinator

Responsibilities

  • Supervise RCMA Program staff and monitor daily work activities
  • Track and approve timesheets and time off requests
  • Conduct performance evaluations and document performance concerns
  • Oversee implementation of the Refugee Cash and Medical Assistance Program in San Antonio and surrounding areas in accordance with ORR regulations, state requirements, and Global Refuge standards
  • Ensure timely and accurate eligibility determination, enrollment, recertification, and case closure processes for RCMA participants
  • Develop and execute outreach strategies to identify and engage eligible refugees and other ORR-eligible populations
  • Adapt and create program materials, including handbooks, case file documentation, eligibility tools, evaluation documents, and standard operating procedures to support high-quality program delivery
  • Maintain electronic and hard-copy case files in compliance with contractual, federal, and organizational requirements
  • Conduct quality assurance activities, including case file reviews, eligibility audits, and compliance monitoring
  • Ensure timely and accurate completion of all required reports, data entry, and program documentation
  • Monitor program outcomes and performance measures and address any compliance concerns promptly
  • Provide oversight of client-centered, trauma-informed, culturally-and-linguistically appropriate services for RCMA participants
  • Ensure participants receive comprehensive assessments, individualized service plans, referrals, and follow-up services
  • Collaborate with workforce development agencies, employers, healthcare providers, and community-based organizations to connect clients with needed resources
  • Aid staff in resolving complex client situations, barriers to employment, crisis interventions, and other service delivery challenges
  • Monitor client progress toward self-sufficiency goals and ensure appropriate documentation of outcomes
  • Collaborate with workforce development agencies, employers, healthcare providers, and community-based organizations to connect clients with needed resources
  • Facilitate staff training on RCMA policies, eligibility requirements, best practices, and regulatory changes
  • Cookordinate program spending with the Manager for Field Operations and accounting team to ensure fiscal compliance
  • Advise and communicate with the Manager for Field Operations regarding program implementation issues, performance trends, client updates, and outcomes
  • Cultivate and maintain strong relationships with community stakeholders and service providers to strengthen referral networks and service coordination
  • Represent Global Refuge at community meetings, coalitions, and public events as needed
  • Ensure the delivery of gender-inclusive and equitable services
  • Other duties as assigned

Qualifications

  • Bachelor's degree in social work, Human Services, Public Administration, Public Health, Sociology, Psychology, or a related field required
  • Master's degree preferred
  • Minimum of two years of experience in refugee services, case management, workforce development, public benefits administration, or social services
  • Previous experience coordinating programs and/or supervising staff preferred
  • Knowledge of ORR-funded programs, refugee eligibility categories, and refugee resettlement services preferred
  • Experience working with culturally and linguistically diverse populations, including individuals who have experienced trauma
  • Fluency in at least one of the following languages is highly preferred: Swahili, Kinyarwanda, Burmese, Pashto, Dari, Farsi, Spanish, or other languages spoken by the client population
  • Strong initiative and entrepreneurial skills
  • Strong organizational and leadership skills, with experience in program management and staff supervision
  • Proficiency in Microsoft Office Suite, especially Excel, Word, and Outlook; experience with SharePoint and Dynamics preferred
  • Experience with case management databases and data reporting systems preferred
  • Strong verbal and written communication skills
  • Ability to prioritize, multi-task, and organize work in a fast-paced environment
  • Knowledge of trauma-informed and strengths-based service delivery approaches
  • Ability to build collaborative relationships with community partners and stakeholders
  • Commitment to the mission, vision, and values of Global Refuge
  • Valid driver's license and access to a vehicle
  • Availability to occasionally work non-traditional hours, including evenings and weekends, to meet program needs
  • Commitment to fully in-person work; this position is not virtual
