Recruitment and Retention Analyst
About the Role
The Labor Commissioner's Office (LCO) seeks an Analyst II to perform complex analytical work related to the recruitment, retention, hiring, and on/off-boarding of staff for LCO programs. The role involves developing recruitment strategies, coordinating statewide on-boarding processes, and serving as a personnel liaison within the LCO and with the department's Human Resources office. The incumbent will prioritize hiring and retention goals, conduct in-person and virtual presentations, and travel for recruitment events throughout California.
Responsibilities
- Independently perform complex analytical tasks related to recruitment, retention, hiring, and on/off-boarding of staff.
- Develop and implement recruitment strategies using various tools and methods.
- Coordinate and effectuate a statewide on-boarding process for the LCO.
- Serve as a personnel liaison within the LCO and with the department's Human Resources office.
- Work with LCO program leaders to prioritize hiring and retention goals.
- Conduct in-person and virtual presentations to groups and management across California.
- Travel for recruitment events and field activities throughout the state.
Requirements

- Detailed experience with recruitment and public outreach.
- Experience researching, collecting, and analyzing raw data as it relates to recruitment, outreach, and retention.
- Detailed experience and comfort level facilitating and giving in-person and virtual recruitment workshops.
- Must be able to commute to various field activities and recruitment events throughout California.
- Effective July 1, 2025, specific bargaining units and excluded state employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025). More details here.
Working Conditions
- Position is located at 464 W 4th St, San Bernardino, CA.
- 40-hour workweek, split between field and office settings.
- May drive a state vehicle for fieldwork, trainings, and related duties.
- Assigned a cubicle in an air-conditioned office with natural and artificial lighting in a high-rise building with elevator access.
- Telework offered in accordance with current departmental policy.
