Recruiting and Placement Partner - Bessemer Police Department
About the role
The City of Bessemer Police Department is seeking an experienced and highly motivated Recruiting and Placement Partner to support the Department’s efforts to attract, identify, and recruit diverse, qualified, and talented candidates for a variety of positions and levels within the organization. The Recruiting and Placement Partner will be responsible for developing and implementing effective recruitment strategies designed to expand applicant pools and strengthen the City’s talent pipeline. This position will establish and maintain productive relationships with community organizations, educational institutions, professional associations, workforce development agencies, and other external partners to promote employment opportunities with the City of Bessemer.
Responsibilities
- Performs general administrative duties such as scheduling, maintaining documentation, and correspondence preparation by applying established office procedures and using relevant software to ensure departmental operations.
- Participates in the application, screening, and new hire orientation processes by screening applicants against minimum qualifications and delivering orientation training for new hires to ensure fair candidate evaluation and effective onboarding.
- Travels to career events to represent the agency, distribute promotional materials, and speak with prospective candidates to increase visibility and generate interest in the City's positions.
- Provides service to internal and external customers by responding to inquiries, resolving issues, and directing individuals to appropriate resources through in-person, phone, or electronic communication.
- Contacts candidates to extend offers of employment by explaining pay rates, pay status (e.g., hourly vs. salaried), benefits, and employment conditions using organizational pay structures, benefits documentation, and employment policies practices to secure candidate acceptance and ensure transparency.
- Schedules and participates in candidate selection activities to ensure established interviewing and hiring procedures are consistently followed.
- Initiates the employment process after acceptance of an offer by completing and submitting required paperwork or electronic forms using HRIS systems and organizational onboarding procedures to notify stakeholders and begin subsequent stages of the hiring process.
- Develops recruiting strategy by building relationships, setting recruitment goals, researching market data and trends, and identifying resources using workforce planning tools and labor market reports to source and attract qualified applicants and support staffing needs.
- Executes recruitment strategies by building partnerships to promote employment opportunities, create marketing and promotional materials, and advertise positions using recruitment platforms, social media, and applicant databases to fill vacancies.
- Works with stakeholders such as hiring managers and department leaders to identify candidates targeted for employment offers by gathering required information and obtaining approvals using organizational recruitment processes to ensure accurate and timely offer decisions.
Minimum Qualifications
- Driver’s license
- Experience identifying and implementing a variety of recruitment methods (e.g., direct calling, utilizing social and professional networking sites, presenting at career events) to attract a diverse and qualified applicant pool to build a network for sourcing and recruiting candidates.
- Experience using Applicant Tracking and/or Management Systems (e.g., WorkDay, ICIMS, PeopleAdmin, UKG, BambooHR, TALEO) to create job postings, screen employment applications, and execute personnel actions for the hiring process (e.g., extending job offers, initiate pre-employment actions, and schedule interviews).
- Experience collaborating with community groups (e.g., schools, community colleges, universities, non-profit organizations, workforce development) to establish and maintain partnerships.
- Experience maintaining communications with various entities/departments and/or individuals to accomplish recruitment activities.
Physical Demands
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
Work Environment
Work is conducted mostly indoors in an office setting, with periodic field visits to external indoor locations. Work involves use of standard office equipment, such as computer, phone, copier, etc.
