About the Role

The Electricity Planning and Policy (EPP) Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst III to join its Resource Planning team. Under general direction, the incumbent will conduct complex technical, economic, quantitative, and policy research and analyses in public utility regulation across a broad range of issues and recommend alternative solutions.

The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC), representing residential and small business ratepayer interests in proceedings that set rates, rules, policies, and regulations. Learn more about the Public Advocates Office.

Responsibilities

  • Evaluate program aspects including ratepayer impacts, program budget and expenditures, cost tests and forecasts (models and inputs), regulatory priorities, and interaction with State and federal law.
  • Independently develop written reports, memoranda, sworn testimony, and comments in CPUC proceedings.
  • Serve as an expert witness for the Public Advocates Office on completed studies and analyses.
  • Make formal presentations and advocate on behalf of the Public Advocates Office.
  • Advise CPUC management, staff, and others.
  • Represent the Public Advocates Office in CPUC meetings, workshops, and other regulatory forums.
  • Work with multi-disciplinary teams of analysts, engineers, lawyers, and student interns.
  • Address regulatory issues pertaining to integrated resource planning, Regionalization and PATHWAYS, resource adequacy, power charge indifference adjustment, direct access, conventional and renewable energy, energy resource cost recovery, energy markets, energy research, and related topics.

Requirements

Applicants must meet the Minimum Qualifications stated in the Classification Specification. Eligibility may be gained through standard examination or the Limited Examination and Appointment Program (LEAP) for applicants with disabilities.

Prepare and submit a Statement of Qualifications (SOQ) addressing the following (no more than two pages, 11-point Arial font, single-spaced):

  • Experience in conducting complex technical, economic, financial, and/or policy analysis.
  • Written and verbal communication skills, including experience presenting and writing reports, comments, and memos.
  • Experience meeting deadlines, coordinating workload in a team environment, multi-tasking, and executing priorities on tight timelines.

If using education to meet qualifications, submit a transcript or diploma. Foreign degrees require U.S. equivalency verification by the application deadline.

Pay

$7,980.00 - $9,994.00 per month. Effective July 1, 2025, the Personal Leave Program (PLP) 2025 temporarily reduces state employee pay in exchange for leave hours. Salary ranges exclude this temporary reduction. New hires start at the minimum salary of the classification or alternate range.

Schedule

Permanent, full-time position. Hybrid telework arrangement.
