About the role

The Safety Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst III to join its Safety Policy team. The Analyst will primarily support the advocacy work of the Public Advocates Office in proceedings addressing utility wildfire risk reduction, ensuring alignment of wildfire risk mitigation efforts across the California Public Utilities Commission and the Office of Energy Infrastructure Safety.

Responsibilities

• Review Risk Asset Mitigation Phase and General Rate Case proceedings at the Commission, as well as Wildfire Mitigation Plans at the Office of Energy Infrastructure Safety.
• Make recommendations in proceedings to promote consistency between the two agencies’ risk evaluation frameworks and ensure cost-effective wildfire mitigation for ratepayers.
• Represent the Public Advocates Office in wildfire cost recovery and securitization proceedings, evaluating utility applications for financing orders to ensure fairness and cost-effectiveness.
• Support Safety Branch staff in reviewing utility Public Safety Power Shutoff events and participating in proceedings addressing energy utility safety culture.
• Collaborate with engineers, policy analysts, and attorneys to develop and write policy recommendations supported by evidence, including testimony, comments, reports, and memoranda for proceedings.
• Represent the Public Advocates Office in conferences, workshops, and other forums to advance ratepayer interests in safe and reliable service.

Requirements

• Conduct complex policy and economic analysis, identify problems, and recommend effective solutions.
• Write clearly, persuasively, and concisely, including explaining research findings and policy recommendations to lay audiences.
• Plan and execute projects collaboratively, consider alternative viewpoints on controversial issues, and build consensus around conclusions.
• Submit a Statement of Qualifications (SOQ) addressing the above requirements (max 2 pages, 11-point Arial font, single-spaced).
• Complete the State Examination/Employment Application (STD 678) with detailed experience and education.
• Provide a resume and, if applicable, transcripts or foreign degree equivalency verification.

Pay

$7,980.00 - $9,994.00 per month. New hires start at the minimum salary of the classification. Salary ranges exclude the temporary reduction due to the Personal Leave Program (PLP) 2025.
