Quality Control Manager

Key Requirements Minimum 10 years of related construction experience.Must be on site full-time during construction activities.Must be employed by the Prime Contractor and have no other assigned duties while serving as CQC System Manager.Must have completed Construction Quality Management (CQM) for Contractors training or obtain certification within the contractually permitted timeframe. Certification must remain current.Experience managing USACE quality control procedures, daily reports, submittals, testing, deficiencies, and three-phase control.Strong communication, documentation, and organizational skills.Federal/USACE construction experience strongly preferred.RMS/QCS experience strongly preferred. Key Responsibilities Prepare, maintain, and implement the Contractor Quality Control Plan.Manage the CQC organization and coordinate with project management, superintendent, subcontractors, suppliers, testing agencies, and Government representatives.Conduct and document the required three phases of control: Preparatory, Initial, and Follow-Up for each Definable Feature of Work.Review and certify submittals for compliance with contract requirements.Track submittals, testing, inspections, deficiencies, rework, corrective actions, and final resolution.Coordinate testing and inspection activities, including control, verification, acceptance testing, and special inspections.Coordinate mechanical/electrical QC personnel and specialty QC representatives when required.Maintain and submit required daily CQC reports within contract deadlines.Ensure materials, equipment, workmanship, and subcontractor work comply with drawings, specifications, approved submittals, and applicable standards.Maintain site quality records including test reports, inspection reports, deficiency logs, submittals, and special inspection documentation.Coordinate and oversee required Special Inspectors, verify qualifications, maintain inspection reports, and track discrepancies.Conduct punch-out inspections, maintain punch lists, verify corrective actions, and support pre-final and final Government acceptance inspections.Attend preconstruction, QC coordination, progress, and other required project meetings.Have authority to address quality deficiencies and stop non-compliant work when necessary. Preferred Experience Prior USACE, NAVFAC, DoD, or other federal construction experience.Experience with EM 385-1-1 and RMS/QCS.Experience with vertical construction, sitework, utilities, mechanical/electrical systems, fire protection, security/access control, commissioning, and closeout.Strong understanding of construction drawings, specifications, submittals, daily reports, AHAs, APPs, QC plans, testing, inspections, and closeout requirements. General Requirements Full-time, on-site construction position with required federal/base access eligibility.Must be familiar with federal construction documentation and USACE requirements.Must be dependable, detail-oriented, and capable of maintaining accurate project records.Ability to coordinate effectively with Project Managers, Superintendents, subcontractors, vendors, Government representatives, inspectors, and testing personnel.Candidates must be able to provide documentation of required qualifications, certifications, safety training, CQM certification, and relevant project experience.
