Quality Assurance Director
About the role
The City of Alexandria is located in northern Virginia and is bordered by the District of Columbia (Potomac River), Arlington and Fairfax counties. With a population of approximately 150,000 and a land area of 15.75 square miles, Alexandria is the seventh largest city in the Commonwealth of Virginia. This position qualifies for a signing bonus of $3,000. The Quality Assurance Director leads and directs all activities and management of the quality assurance and improvement for the Alexandria Community Services Board (ACSB) and serves as an advisor to the department on quality assurance standards, risk mitigation, and compliance matters.
Responsibilities
The Quality Assurance Director will serve as a Chair for the multi-disciplinary Quality Assurance Committee, Safety Committee, Ad Hoc Corporate Compliance and Research Review Committee, and Co-Chair for the Policy and Procedure Committee, Root Cause Analysis Committee(s), and CAP Follow Up Committee.
- Develop and provide training to clinical staff on documentation of clinical practices in the electronic health record.
- Make recommendations regarding improving clinical practices and procedures to the Alexandria Community Services Board Leadership Team.
- Serve as Risk Manager for the CSB, overseeing risk management activities and maintaining the Risk Management Plan.
- Strengthen organizational compliance by developing and implementing accreditation-aligned policies and procedures.
- Maintain technical expertise in interpretation and application of statutory requirements, including eligibility for local, state, and federal financial assistance programs.
- Ensure operation of all state-licensed facilities and programs in accordance with state licensing requirements.
- Ensure agency-wide compliance with federal Health Insurance Portability and Accountability Act (HIPAA) regulations.
- Coordinate implementation of electronic health record changes and updates with IT, Reimbursement, and Program Evaluation Departments.
- Serve as Human Rights Advocate for state-licensed programs, coordinating human rights investigations and reporting to state agencies and senior management.
- Establish goals and objectives, prepare program reports, and evaluate the effectiveness of all QA programs with CSB Leadership Team and clinical staff.
Requirements
The applicant must have vast experience and comprehensive knowledge of the principles and practices of Quality Assurance/Quality Improvement, data analysis, and community and human services, as well as human-centered principles and practices of delivery systems.
- Possess an ability to obtain data from credible sources and incorporate such information into effective program and planning activities.
- Have experience establishing and maintaining working relationships with city officials, employees, and licensing and accrediting bodies.
- Be able to write clear and concise reports and speak effectively on a range of community and human service program areas.
- Have hands-on experience and demonstrated proficiency in working with Microsoft Office Suite, data analysis tools, survey software, and SharePoint environment.
Qualifications
Minimum requirements include three years of program management experience in a community mental health or similar setting, three years of experience providing mental health and/or substance abuse services, and possession of an M.S.W., M.A., M.S. N., or a PH.D. degree from an accredited school.
Preferred qualifications include five years of experience leading organizations in the management of quality assurance and improvement systems, and five years of post-licensure with clinical and administrative experience working with individuals with developmental disabilities and/or mental health and/or co-occurring substance use disorders.

- Liaison to External Stakeholders: Ensure maintenance of CSB licenses and accreditation of the department.
- Electronic Health Records Management: Align the electronic health record platform to ensure seamless information management and clinical compliance.
- Regulatory Compliance & Accreditation: Act as the primary Corporate Compliance Officer and Human Rights Advocate.
- Internal Audit Responsibilities: Administer collection of information about clinical program operations by conducting and coordinating Quality Assurance audits.
- Data Management: Manage and maintain critical incident data for reporting purposes and quality assurance and improvement.
- Training and Policy Innovation: Formulate and implement organizational changes by researching "best practices" in behavioral health and revising department policies.
- Supervision: Direct the activities of the Quality Assurance, Health Information, and HIPAA Privacy Officer.

More than 700 DCHS employees provide services through three direct service centers: the Center for Adult Services, the Center for Children and Families, and the Center for Economic Support.
