About the role

The Quality Assurance Coordinator oversees several complex health care initiatives at Behavioral Health, providing oversight to auditing, monitoring, and coordination of our mental health and substance use services. They provide supervision and oversight to administrative analysts, conduct trainings, advise on policy development, and support program managers and leadership staff with implementation and adherence to federal, state, and county regulations. The Quality Assurance Coordinator also provides recommendations to Executive Leadership and the Director and represents the county in state level meetings and committees.

Responsibilities

  • Provides coaching, counseling and guidance on professional responsibilities and technical skills.
  • Facilitates and guides development of behavioral health assessment and treatment programs; reviews and critiques performance and outcome measures; assesses quality and conformance to Medi-Cal standards for cases, counselors and clinicians.
  • Guides, supervises and assists staff; prioritizes and assigns projects; develops staff skills and conducts performance evaluations; identifies training needs and provides training for staff.
  • Maintains expertise in field of service through participation in applicable educational opportunities.
  • Collaborates with executive management in formulating policies, procedures, best practices, and action plans; develops and presents recommendations for administration of behavioral health programs including methods improvements and quality assurance protocols.
  • Manages activities to meet key Medi-Cal performance results; monitors data reliability and auditing of required reports to determine compliance to state performance measures.
  • Performs a wide range of general administrative duties; reviews and approves documentation.
  • Analyzes trends and evaluates program requirements and resource utilization; coordinates program planning and evaluation.
  • Reviews medical records for services provided; assures that appropriate services are provided; conducts utilization reviews and approves payments for services; coordinates information and assures effective communications between programs and contracted service providers.
  • Develops and enhances cooperative professional relationships with local community agencies.
  • Maintains expertise in field of service through participation in applicable educational opportunities.
  • Maintains and enforces all aspects of confidentiality of client information; monitors compliance to the standards of the Privacy Act of 1974, {U.S.C.552A} as amended.

Requirements

Master’s degree in social work, counseling, public health, health care administration, or a related field; and Three (3) years of progressively complex professional experience in overseeing quality assurance and performance of health care systems including at least one (1) year of supervisory experience.

Knowledge of: County and department policies and procedures.Principles, practices, and trends in public administration, supervision and training.The principles and practices of medical case management for behavioral health issues.Prevention, an intervention and treatment strategy for behavioral health issues.Medi-Cal regulations, public sector program administration and contract management.Functions and operations of health systems, community agencies, organizations, and other community resources and how they relate to a government organization.Behavioral health theories, methods and practices, including community assessment, program planning, development of goals and objectives, monitoring of program performance and program evaluation.Local community resources and various community services programs.Applicable federal, state, and local laws, codes and ordinances relevant to the area(s) of responsibility.Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.Ability To Understand, interpret and apply all pertinent laws, codes, regulations, policies and procedures and standards relevant to work performed.Effectively represent the department and the County in meetings with governmental agencies; community groups; various business, professional and regulatory organizations; and in meetings with individuals.Independently organize work, set priorities, meet critical deadlines and follow-up on assignments.Use tact, initiative, prudence and independent judgment within general policy and procedural guidelines.Evaluate and interpret case results, and performance outcome measures.Evaluate behavioral health problems and make recommendations based on observations.Analyze problems, identify solutions, recommend, and implement methods, procedures, and techniques for resolution of issues.Establish and maintain effective working relations with co-workers, other county employees and representatives from other city, county, state and federal agencies.Operate a personal computer utilizing a variety of business software.Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks.Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Salary Step Increases: The beginning salary and the top of the salary range are usually shown on the job announcement. Upon satisfactory service, salary increases of approximately 5% may be given annually until the top of the salary range has been attained. Longevity Pay: 2.5% at 10 years, 2.5% at 15 years, 2.5% at 20 years, for a total 7.5% after 20 years of service. Cell Phone Allowance: County issued cell phone or $70/month allowance with appointing authority approval. Uniform Allowance: $14.00-$21.00/mo. for eligible classifications only. Varies by classification. Public Safety Dispatcher Pay: Employees that possess an Intermediate POST Dispatcher Certificate will receive an additional 3.5% of base pay, 4.5% for Advanced POST Dispatcher Certificate, and 2.5% for Supervisory POST Dispatcher Certificate. Boot Allowance: Members of this Unit shall be eligible for a work boot/footwear reimbursement up to $275.00 annually. For eligible classifications only. This reimbursement shall be for the purchase, maintenance and/or repair of safety boots/shoes authorized by the Department Head. Holidays: 13 paid holidays per year. Vacation: 0-4.99 years: 15 days/yr.; 5-9.99 years: 20 days/yr.; 10-19.99 years: 25 days/yr.; 20+ years: 27 days/yr. Administrative Leave: 7 days per year for FLSA Exempt employees. Sick Leave: 96 hours of sick leave are earned each year with no maximum accrual. Bereavement Leave: Maximum of 40 hours for each occurrence in the immediate family.
