QA/QC/Commissioning PM

Role Overview & Objectives

• Direct accountability for project quality and commissioning, serving as an on-site construction commissioning and quality manager delivering a hyperscale data center
• Minimum 8 years of total experience in construction; minimum 5 years of management experience in mission critical projects' construction environment
• Manage owner's site-based quality control and quality assurance programs, ensuring the general contractor executes effectively
• Lead owner's general contractor strategically and integrate with owner's operations team to deliver program goals and deliverables
• Drive QA, QC, & Cx standardization across quality management on-site
• Mitigate constraints arising during project execution, specifically unknown information during on-site commissioning phases
• Proactively handle fast-paced execution through experience from previous projects and best practices

Core Responsibilities

• Manage quality control staff and all specialty subcontractor inspection entities to ensure compliance with owner, architect, contract specifications, codes, regulations, and requirements
• Function as primary point of contact and liaison with the owner for all quality control and commissioning related issues
• Implement and manage all quality control records and ensure required reporting is accomplished
• Plan, schedule, and coordinate preparatory, initial, and follow-up audits and inspections; carry out internal audits as scheduled in the project quality plan
• Report results to respective superintendents and act as catalyst for follow-up corrective actions and re-inspection when deficiencies are discovered
• Assist project safety coordinator to implement and manage safety programs and practices

Key Activities & Deliverables

• Create, update, and maintain project submittal log and all other project-specific quality control reports
• Review shop drawings and submittals for conformance with project specifications
• Chair and document weekly QC meetings with general contractor and subcontractor superintendents
• Provide written daily QC reports reinforcing activities being constructed and constructively manage non-conformances
• Conduct preparatory, initial, and follow-up meetings to establish understanding of standards of care for each definable feature of work; verify checklists are used and signed off prior to placement of concrete, steel, and similar items
• Verify and document that all materials received conform to approved submittals
• Conduct periodic follow-up inspections to verify work proceeds per contract documents and approved submittals
• Document final inspections and acceptance of works and various phases
• Support quality & commissioning team in all corporate owner program initiatives and meetings
• Assist in managing and tracking owner's vendor partner selection and relationships
• Assist owner & trade partners' QCx team to develop and implement processes ensuring technical consistency and documentation of the QCx program
• Manage QCx reporting and dashboards; develop and maintain key performance metrics
• Write commissioning and construction quality test scripts for Level 1 through Level 5 commissioning
• Support owner's program Cx manager in data collection, recordation, and analysis
• Act as subject matter expert relating to commissioning of electrical and power distribution systems within the data center Cx process
• Monitor existing on-site Cx processes for consistency and adherence to owner expectations
• Dive into lessons learned and implement changes
• Support daily monitoring and resolution of BIM issues
• Facilitate timely inspections by owner vendors and general contractor vendors to ensure project schedule is met
• Review vendor and GC quality and commissioning program plans for conformance with owner standards and specifications
• Facilitate regular meetings during the project, specifically during commissioning, to ensure design specifications are followed, resolve conflicts, and facilitate construction
• Support dissemination of checklist templates to commissioning agent and GC; help set up and review scripts

Key Inputs, Dependencies & Tool Requirements

• Workflow tools: Autodesk Construction Cloud (ACC), BIM360, AODocs, and shared drives
• Cross-functional contacts: electrical engineer, mechanical engineer, engineer of record, owner's representative project manager, and quality control & commissioning technical program manager
• Technical materials: commissioning library, technical drawings, specifications, and previous site quality plans
• Schedule tools: master SOW timeline, milestone schedules, and general contractor schedule logic
• Address site-specific challenges using knowledge from previous sites; establish clear expectations for site quality execution
• Monitor and mitigate constraints of OFE submittals not being available during quality and commissioning on site

Preferred Education And Experience

• Education: BS in Construction Management, Engineering, QS, Architecture, or related field
• Experience: 4+ years of experience in Project Management, engineering, or construction management
• Preferred Certification: CCM, PMP, PE, AIA, LEED

Pay

The salary range for this full-time role is $115,700.00–$161,966.69 per year. Ranges are determined based on position, geography, client and industry experience and level. This range reflects base salary only, not the total compensation package.
