Purchasing Specialist

About the Role

Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate company, functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all business lines. In support of its involvement, BEO uses sophisticated estimating and scheduling systems to assist projects in developing bid proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. Headquartered in Sugar Land, Texas, BEO also manages several permanent global equipment storage and support facilities.

In this role, you will perform tasks involved in the formation and administration of purchase orders. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs.

Responsibilities

• Prepares bidders’ lists and qualifies bidders.
• Communicates with Construction and Operations to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions.
• Forms bid packages and issues bid requests, coordinates bidders’ questions, and receives bids.
• Prepares Commercial Bid Summary and recommendations to award.
• Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure performance to purchase order requirements.
• Identifies, defines, and secures agreement regarding purchase order changes.
• Initiates and processes purchase order revisions that establish scope and effects on cost and schedule of agreed upon changes.
• Forms and issues purchase orders by:
  • Preparing bidders’ lists, prequalifying bidders, receiving bids.
  • Forming bid packages, issuing bid requests.
  • Coordinating bidders’ questions.
  • Preparing Commercial Bid Summary and recommendation letter.
  • Recommending and securing approvals in accordance with established procedures.
  • Preparing and committing order, maintaining control and status reporting documents.
• Establishes files and controls for all outgoing and incoming correspondence on each assigned order.
• Monitors supplier performance for conformance to commercial terms.
• Monitors activities by Construction and Operations and other in-house functions to ensure compliance with the order terms.
• Initiates follow-up actions with the supplier or in-house functional group to ensure performance in accordance with contract terms and conditions.
• Analyzes and distributes those suppliers’ reports specified in the order/contract.

Requirements

• Bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience.
