The Purchasing Agent role ensures Fayette County Housing Authority has the resources needed to maintain, manage, and develop affordable and safe assisted housing for all residents. This position manages important purchasing and contract decisions that directly support housing services, ensuring staff and programs have the goods and services required to serve the community.

Responsibilities

  • Manage procurement activities to ensure acquisitions of proper equipment, material, supplies, and services.
  • Prepare and review competitive bids to ensure solicitations meet budget, procedural, and technical requirements; issue purchase orders when acceptable.
  • Evaluate contract files for compliance with HUD regulations and ensure all required documentation is included.
  • Process received items and services for payment; monitor work performed.
  • Collaborate with property managers to verify receipt of goods and services; work with vendors regarding purchasing requirements and ordering.
  • Maintain vendor files and records of all purchases, procurements, and contracts to support accurate oversight, monitoring, payment approval, and closeout.

Requirements

  • Three years of purchasing work involving contact with vendors in the procurement of a variety of supplies, materials, equipment, and services; or
  • Four years of stores or warehouse experience that includes responsibility for maintaining inventory control, requisitioning or ordering supplies, and supervising subordinates; and
  • Graduation from high school or equivalent certification; or
  • Completion of college-level instruction in business or the liberal arts may be substituted for a year-for-year basis for purchasing or stores experience to a maximum of two years; or
  • Any equivalent combination of experience and training.
  • Must meet the Pennsylvania residency requirement.
  • Hiring preference may be given to candidates who live within Fayette County. If no eligible candidates from Fayette County apply, candidates from other counties may be considered.
  • Must be able to perform essential job functions.
  • A conditional offer of employment will require submission of criminal history reports and a drug screening.

Schedule

  • Full-time employment.
  • Work hours are 8:00 AM to 4:30 PM, Monday through Friday, with a 60-minute lunch.
  • No telework option available for this position.
