Position Summary

Note Change In Minimum Qualifications. To direct the Veterans Service Office in assisting veterans, and their dependents and survivors, in securing state and federal benefits resulting from service in the United States armed forces; and to perform related duties as assigned.

Examples of Work Performed

  • Promote a diverse, culturally competent, and respectful workplace.
  • Supervise the keeping of office records, including updating, implementing, and maintaining office technology.
  • Initiate the coordination of assistance to special needs veterans, including homeless, mentally ill, chemically dependent, or unemployed, with other service delivery units of Ramsey County.
  • Work collaboratively with other organizations to deliver services to veterans with special needs.
  • Establish the priorities, goals, and objectives for the department, and organize and supervise its activities.
  • Propose and administer the department budget.
  • Speak at community and veterans organizations, disseminating information concerning veterans and dependents benefits.
  • Prepare and supervise the preparation of needed documentation, forms or other correspondence necessary to establish or support a veteran’s or dependent’s claim for benefits and services.
  • Counsel and assist veterans or veterans’ dependents in obtaining benefits.
  • Appear at commitment hearings of incompetent persons to protect their veterans’ benefits.
  • Aid veterans or veterans’ dependents in appealing denied claims to the local VA Regional Office, the local Decision Review Officers, or the Board of Veterans’ Appeals in Washington, D.C.
  • Aid veterans in obtaining necessary inpatient and outpatient care from the VA Medical Centers and Community Based Outreach Clinics.
  • Aid veterans in applying for available state benefits from the Minnesota Department of Veterans Affairs by initiating or reopening claims.
  • Aid military retirees and their dependents or survivors in obtaining benefits from the Department of Defense.
  • Aid veterans in claims and proceedings involving the military services.
  • Aid veterans in obtaining benefits or services from other agencies.
  • Attend workshops, seminars, and conferences in order to keep current with changes in laws and regulations affecting veterans.
  • Aid members and dependents of National Guard and Reserve Components in obtaining appropriate benefits and assistance.
  • Serve as Ramsey County's liaison to the veterans' service organizations in the county.
  • Aid members of the public in obtaining benefits from the Ramsey County Veterans Service Office.

Minimum Qualifications

  • Bachelor’s Degree in a behavioral science or related field, plus six years’ counseling or managerial experience, preferably in a veterans’ service or military setting.
  • Additional qualifying experience can substitute for education on a year-for-year basis.
  • Must be a veteran as defined by Minnesota Statute 197.447, a United States citizen, and a Minnesota resident.
  • Must achieve certification by the Minnesota Department of Veterans Affairs within one year of hire.
