Public Health Consultant

In this role, you serve as a statewide public health consultant supporting Ohio’s Maternal and Infant Vitality Initiatives. Your work directly contributes to reducing infant mortality through community partnerships, health promotion, data-driven planning, and strategic coordination across public agencies and community stakeholders. This job blends public health expertise, project management, community engagement, and policy development. You are both a strategist and a hands-on implementer, shifting regularly between big-picture planning and operational details. Public Health Consultation & Technical Assistance Act as a subject-matter expert on infant mortality reduction strategies. Provide guidance and support for multiple statewide projects such as Every Baby Sleeps Safe, Families Flourish, Partners for Change, Bereavement supports, and Governor’s Office collaborations. Offer technical assistance to communities, health professionals, program participants, government officials, and partner organizations. Promote change in public health practice through education, community engagement, and evidence-based approaches. Program Coordination & Health Promotion Monitor health indicators to identify emerging issues related to maternal and infant health. Assist in planning solutions and improvements for statewide public health challenges. Develop health information, educational materials, and health promotion activities designed to reduce risk and promote healthy lifestyles. Build relationships with schools, faith-based organizations, community agencies, and workplaces to expand program reach. Assess community training needs and develop/deliver training materials. Marketing & Communications Support Work with Community Initiatives and Public Affairs teams to implement statewide marketing campaigns. Review and refine health education materials to ensure accuracy and cultural relevance. Coordinate printing, distribution, and publication of all campaign materials. Maintain and update subject-matter content on the Bureau’s website. Data, Reporting & Fiscal Responsibilities Track measurable health objectives and project expenditures. Prepare data summaries for required annual reports such as DCY reports, the Hospital Safe Sleep Report, and the Maternal and Child Health Block Grant Report. Complete fiscal paperwork and support budget development for various projects. Monitor spending, review invoices, and assist with budget estimates for grant-funded initiatives. Policy, Regulatory, and Strategic Support Support policy development related to maternal and infant vitality. Help create or update public health codes and regulations. Maintain records and program documentation. Contribute to statewide action plans and help committees advance shared goals. Grants & Contracting Prepare or assist in preparing grant applications, including estimating funding needs and defining objectives. Oversee grant review processes, including scheduling, coordination, and development of RFGA announcements. Review grant applications for appropriateness and funding potential. Develop or revise service contracts and oversee contract administrative processes. Schedule and coordinate grant review meetings; may chair review committees. Draft Requests for Grant Agreements and announcements of funding availability. Recommend approval or disapproval of grant requests and budget revisions. Stakeholder Engagement & Committee Representation Serve as liaison to internal and external partners, coordinating involvement of state agencies, nonprofits, faith-based groups, media, and community organizations. Recruit committee members, plan and run meetings, develop agendas, and maintain action plans. Present program updates and represent DCY on committees like OIPP, CIAG, Infant Safe Sleep Subcommittee, Home Visiting, and OH CAMH. Collaborate with pediatricians, hospitals, EBSS sites, child welfare organizations, child care agencies, and others to advance infant mortality reduction efforts statewide. Training & Evaluation Assess training needs for community partners and develop and deliver trainings. Create evaluation plans and surveys to measure program outcomes. Contribute articles to newsletters and help coordinate statewide communications. Pay Information Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years.
