Duties Description

The incumbent of this position will serve as the Director of the Empire State Plaza reporting to the Executive Director of Real Property & Facilities Management. Duties include but are not limited to:

  • Oversee the building management of the Empire State Plaza comprised of 11 buildings.
  • Remain on call 24 hours a day and seven days a week to address any emergency repairs.
  • Provide direct supervision responsibilities for the Building Managers at the Empire State Plaza, custodial staff, maintenance staff, grounds staff, contract employees, equating to approximately 400 employees.
  • Interact with building tenants and staff on a regular basis, addressing tenant complaints/inquiries and ensuring all needs are met.
  • Oversee the administration of multiple service contracts including elevator service and maintenance contracts, alarm and public address system monitoring and testing, and the like to ensure the contractors are performing in accordance with contractual agreements. Review and recommend modifications to contract scope.
  • Coordinate the use of facilities with the state workforce, government officials, legislators, and public and private groups both from the area and statewide.
  • Regularly review maintenance and operational needs and staffing levels to ensure that all areas are functioning effectively.
  • Establish and review guidelines governing the development and implementation of preventative maintenance programs.
  • Formulate policies and procedures to ensure that operations and maintenance activities are conducted safely, efficiently and on schedule. Recommend work process improvements as necessary.
  • Review and approve plans for technical plant facility modifications and tenant renovations.
  • As necessary, meet with Division Directors and tenant agency representatives to resolve problems at facilities.
  • In conjunction with the Health and Safety Director and the Agency’s Director for Emergency Management and Security Operations, oversees the development and implementation of emergency programs and procedures. Work in conjunction with the State Police and the Office of Fire Prevention and Control to ensure the health, safety, and security of tenants and visitors.
  • Initiate established Emergency Operations/Incident Command procedures in situations deemed dangerous to the health and safety of employees and tenants.
  • Serve as a resource to Incident Command staff including State and Local Police, Public Information Offices and Fire Department personnel during emergencies.
  • Disseminate information and issues direction regarding procedure and safety training to colleagues and tenants.
  • Perform all aspects of supervision including performance evaluations, T&A, counseling and discipline and day-to-day management of all subordinate staff which includes building managers, custodial, grounds, and maintenance staff, office clerical staff, contractors, etc.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

  • Eight years of experience managing an occupied building with a gross square footage of at least 350,000 or a complex of occupied buildings totaling at least 500,000 square feet, at least four of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection.
  • An associate degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience, or a bachelor’s degree in the above fields may substitute for three years of the general experience.
  • OR Applicants may be appointed to this position if they are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade M-2 or SG-26/27 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
