Job Summary
We are seeking a highly motivated Proposal & Capture Manager to join our rapidly growing team. This role will sit at the heart of Voyager's growth engine, providing essential project management, strategic thinking, and content generation skills.
Responsibilities
- Crafting compelling materials to inform our customers' market research and acquisition strategies.
- Writing clear, persuasive technical, cost and business narratives on our cutting-edge capabilities.
- Developing and implementing robust pricing strategies in coordination with the Voyager Pricing Organization.
- Collaborating across internal and external stakeholder teams to successfully close deals.
- Leading internal proposal reviews.
- Constructing the narratives and proposal documents that directly drive Voyager's business growth.
- Analyzing RFP/RFI/ROM requirements, coordinating with performing organizations to develop all elements of the response, supporting internal proposal reviews, supporting customer fact findings, and providing negotiation support.
- Ensuring adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and Voyager Technologies policies and procedures regarding proposal preparation, review, compliance, submission, updates/revisions, and negotiations.
- Partnering with diverse business and technical stakeholders to pursue long-term opportunities and execute Voyager's capture, pricing, and outreach strategy through proposals, white papers, and various contractual documents.
- Ensuring absolute compliance with all bespoke requirements for each effort.
- Making high-quality responses to Government and customer requests, including RFIs, white papers, product information requests, quotes, and complex proposals.
- Developing, maintaining, and owning the strategic proposal structure across all of Voyager’s products and business lines.
- Establishing and continuously improving the end-to-end proposal process.
- Developing and curating a comprehensive content library of reusable prose, technical briefs, and graphics for use across the business.
- Coordinating directly with technical counterparts on the Engineering team to accurately and compellingly represent the company’s technology to potential customers.
- Monitoring, triaging, and flagging potential opportunities to key internal stakeholders.
Required Qualifications
- Bachelor’s degree in business, finance, economics, engineering, or a related field.
- 4+ years of experience in proposals, contracts, pricing, or operations – ideally in aerospace, defense, aviation, or a manufacturing environment.
- Must be able to obtain and maintain a U.S. Security Clearance.
- Exceptional writing skills with a proven ability to generate comprehensive documents under tight deadlines.
- Working knowledge of FAR, DFAR, TINA, and other Government procurement regulations as they pertain to proposals.
- Aptitude and experience in building structure and process.
- Ability to clearly articulate complex technical information, actively listen, understand business needs, and build strong relationships across the organization.
- Comfort and experience working with a diverse range of disciplines, including Design, Engineering, Program Management, Supply Chain, Legal and Finance.
- Must be eligible to obtain and maintain a US Government clearance (requires US citizenship).
Preferred Qualifications
- MBA or advanced degree in Business, Finance, or Engineering.
- Experience with Space Programs is a plus.
- An active TS/SCI clearance and experience with Special Access Programs (SAP) is a plus.

Work Environment
- This position will be hybrid with up to 25% travel to Voyager Technologies sites (CO, CA, TX, OH, NV).
- May require occasional travel to customer sites, manufacturing locations, or industry events.

- California pay range: $130,000—$190,000 USD.
