Key Responsibilities
- Lead the end-to-end proposal development process, including analyzing Request for Proposal requirements, developing compliance matrices, and creating proposal outlines and schedules.
- Assemble and manage cross-functional proposal teams, including subject matter experts, writers, and reviewers, to develop comprehensive and persuasive proposals.
- Oversee the creation, review, and revision of proposal content to ensure clarity, compliance, and alignment with client requirements and evaluation criteria.
- Develop and maintain proposal schedules, ensuring all milestones and deadlines are met, and facilitate regular proposal status meetings.
- Conduct thorough reviews of proposal documents for compliance, accuracy, and quality, implementing necessary revisions to enhance proposal effectiveness.
- Identify opportunities to improve proposal processes, tools, and templates to increase efficiency and effectiveness in future proposal efforts.
- Work closely with business development, capture management, and operational teams to develop win strategies, themes, and discriminators that resonate with clients.
Qualifications
- Education: Bachelor's degree in Business, Marketing, Communications, or a related field; an advanced degree is preferred.
- Experience: Minimum of five years of experience in proposal management within the federal government contracting sector.
- Preferred Qualifications: Association of Proposal Management Professionals certification.
Skills
- Strong project management and organizational skills, with the ability to manage multiple proposals simultaneously under tight deadlines.
- Exceptional written and verbal communication skills, with keen attention to detail.
- Proficiency in Microsoft Office Suite and proposal management tools (e.g., SharePoint, GovWin).
- Ability to lead and motivate cross-functional teams, fostering collaboration and accountability.
- Understanding of federal procurement processes, regulations (e.g., Federal Acquisition Regulation / Defense Federal Acquisition Regulation Supplement), and best practices in proposal development.
