Accountabilities
- Oversight of the full proposal development process for federal government opportunities, ensuring submissions are accurate, compliant, persuasive, and delivered on schedule.
- Manage end-to-end proposal activities for federal opportunities, including RFPs, RFIs, RFQs, sources sought notices, and task orders.
- Develop proposal schedules, compliance matrices, outlines, review plans, and submission timelines.
- Write, edit, and refine proposal content, including technical approaches, management plans, staffing strategies, executive summaries, and past performance sections.
- Cook up proposal kickoff meetings, color team reviews, and final submission processes.
- Ensure proposals meet customer requirements, compliance standards, quality expectations, and deadlines.
- Maintain proposal resources, including templates, resumes, reusable content libraries, and best-practice documentation.
- Support capture planning, win strategies, and business development activities.
- Improve proposal workflows and establish repeatable processes to increase efficiency.
- Collaborate with leadership, business development teams, recruiters, technical specialists, and external partners.
- Support continuous improvement efforts by identifying opportunities to enhance proposal quality and effectiveness.
Requirements
- Strong federal proposal management experience.
- Excellent writing skills.
- The ability to manage complex deadlines independently.
- Bachelor’s degree or equivalent professional experience.
- 5+ years of experience managing and writing federal government proposals.
- Experience supporting federal contractors, particularly small business contractors, is preferred.
- Strong proposal writing, editing, proofreading, and content development skills.
- Experience with IDIQs, GWACs, and task order proposals.
- Knowledge of Shipley proposal methodology; certification is preferred.
- Familiarity with FAR/DFARS regulations and federal procurement processes.
- Proficiency with Microsoft Office, Teams, SharePoint, and related collaboration tools.
- Ability to independently manage multiple proposals, priorities, and deadlines in a remote environment.
- Strong organizational, communication, and project management skills.
- Department of Defense (DoD) or Intelligence Community (IC) proposal experience is a plus.
- Experience supporting capture management, business development, or proposal strategy initiatives is preferred.
- Familiarity with proposal graphics and visualization tools such as Visio, Adobe Creative Suite, or PowerPoint is beneficial.
