Job Description

The Proposal Manager would lead the development and submission of high-quality, competitive and sole-source proposals. This individual will oversee the entire proposal lifecycle, ensuring proposals are aligned with customer needs and L3Harris capabilities while maintaining compliance with industry standards.

Essential Functions

Lead and manage the full proposal process, from initial opportunity identification through final submission, ensuring high-quality, proposals and ECP’s that align with L3Harris IEC business objectives.
Support fact-finding, bid strategy and negotiations.
Work closely with internal stakeholders, including Engineering, Technical Services, Finance, and Business Development to gather relevant information and develop a FAR compliant and winning proposal.
Develop, review, and refine proposal content to ensure clarity, persuasiveness, and adherence to customer requirements. Tailor proposals to highlight L3Harris IEC’s capabilities and value proposition.
Ensure all proposals meet DOD and FAR Requirements, company policies, and contractual requirements, mitigating risks associated with bidding and contract execution.
Continuously refine and optimize proposal development strategies, templates, and processes to improve efficiency and success rates.
Support BOE review and review of Price and Cost Analyses.

Qualifications

Bachelor's Degree with 6 years prior experience, Graduate Degree with 4 years prior experience. In lieu of a degree, minimum of 10 years of prior related experience.
2+ years of project management experience.

Preferred Additional Skills

Strong knowledge of DOD and FAR Requirements.
Experience with cost and price analysis.
Experience using Microsoft Project, PowerPoint and BOE Pro
Strong Project Management skills and ability to manage multiple deadlines and stakeholders.
Excellent verbal, presentation and written communication skills.
Ability to work independently and collaboratively

Pay and Benefits

In compliance with pay transparency requirements, the salary range for this role in California is $88,000 - $164,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays.
