About the role
JCS Solutions is seeking a Proposal Manager with federal government proposal experience in fast-paced environments supporting multiple mission and business domains. The ideal candidate must possess at least 4 - 6 years of direct experience in federal government proposal development.
Responsibilities
- Manages all aspects related to the development, planning, scheduling, and delivery of assigned proposals
- Plans, strategizes, and positions the proposal by developing win themes, value propositions, discriminators, and graphics
- Maintains focus on the win strategy throughout the proposal process, ensuring it is effectively infused throughout the entire proposal
- Helps translate strategic win themes into customer-focused proposal win themes and strengths with metrics and proof points
- Analyzes government solicitations, identifies all requirements and evaluation criteria, and prepares and distributes detailed proposal schedules, outlines, and guidelines
- Responds promptly to RFP amendments and implements required changes to the proposal
- Works with the assigned capture manager to assign and manage volume leads and writers
- Collaborates with SMEs, writers, and external teammates to ensure proposal writing aligns with recommended strategies while meeting solicitation requirements
- Manages and ensures effective color reviews with internal and external teammates
- Prepares and coordinates the delivery of the final proposal
- Schedules and chairs checkpoints/stand-ups and other meetings throughout the proposal process to ensure effective oversight, compliance, and adherence to proposal schedules
- Verifies all deliverable documentation using established processes and procedures to ensure compliance
- Collects and consolidates lessons learned feedback from the team for future consideration after an award decision has been made
- Provides mentorship and direction to proposal team members
- Identifies roles and responsibilities in detail; communicates tasks and objectives clearly and unambiguously; and ensures accountability on all requirements
- Prepares status reports and briefings for management; prepares, presents, conducts, and participates in reviews at all stages of the proposal
- Demonstrate flexibility and a solution‑oriented mindset to support the successful submission of compliant, concise, and compelling proposals
- Perform related duties as required to support proposal and business development objectives
Requirements
- This role supports U.S. Government contracts that require U.S. citizenship
- 4-6 years of relevant experience in Federal Government contracting
- Understanding and experience with Federal Government procurement practices, including knowledge of FAR requirements and standard Federal Government solicitation organization
- Capability to support a wide range of proposals, from quick-turn task orders to large-scale and complex IDIQ or GWAC bids
- Effective time management skills with the ability to handle multiple tasks and meet deadlines
- Strong communication, leadership, presentation, and interpersonal skills to interface effectively with others
- Ability to work independently and proactively to provide compliant proposal responses and meet deadlines
- Experience in applying Shipley processes and standards
- Proficiency in MS Office Suite (Word, Excel, PowerPoint, Visio) and Adobe Acrobat
Qualifications
- Possess an APMP and/or PMP certification
- Experience with both civilian and DoW federal agencies and program management supporting Federal Customers
- Willingness to adopt corporate processes and standards along with the ability to apply continuous improvement initiatives
- Understanding of digital modernization, infrastructure, cloud, cybersecurity, DevSecOps, and emerging technologies
- Experience with Orals and Demos presentation development

Pay
The general salary range for this position is $80,000.00 - $120,000.00
