Proposal Manager
About the role
Integral Federal is seeking an experienced and motivated Proposal Manager to join the Business Development team in Tysons Corner, VA. This position will organize, direct, and take ownership of internal proposal teams and the overall structured and repeatable proposal development processes. The Proposal Manager supports the Capture Director in planning and executing all proposal development activities and deliverables, creating decision packages for bid/no-bid meetings, and leading the proposal through contract award.
The role involves coordinating all aspects of proposal documentation and production, including responses to requests for information, questions to contracting officers, and preparation of material for formal reviews. The Proposal Manager develops and updates Proposal Directives, assigns roles and responsibilities, establishes timelines, and ensures compliance with client requirements. Additional responsibilities include leading kickoff meetings, facilitating storyboarding sessions, developing win themes and discriminators, and maintaining proposal process discipline.
The Proposal Manager exercises operational control over the proposal and communication plans, identifies and resolves barriers to progress, captures lessons learned, and takes end-to-end ownership of the proposal process, including debriefs, production, delivery, oral presentations, and requests for information.
Responsibilities
- Create and maintain proposal outlines and schedules, staying current on all amendments and modifications.
- Provide detailed guidance to proposal writers and contributors, both internal and external (partners, subcontractors, consultants).
- Develop targeted questions and interview technical and programmatic staff to extract critical proposal-related information.
- Write, review, and edit significant portions of the proposal, including technical, past performance, and management sections.
- Organize and refine the entire proposal for final delivery.
- Maintain a knowledge base and boilerplate material for reuse in proposals.
- Lead storyboarding, kickoff, and review meetings, and assist in developing strategic win themes and discriminators.
- Communicate proposal-related requirements and status to the Capture Director and senior management.
- Ensure compliance with Integral Federal business processes and policies throughout the proposal process.
- Participate in the formulation and approval of proposal strategies and themes.
- Analyze solicitations and allocate proposal resources to ensure compliance and responsiveness.
- Establish and maintain a compliance matrix and project plan to track deliverables, milestones, and final delivery.
- Perform other duties as directed by the Capture Director or VP of Business Development.
Requirements
- Bachelor’s Degree (can be substituted with years of experience).
- Minimum of 7+ years of proposal-related experience managing proposals, with broad experience in the federal marketspace across both DoD and civilian agencies.
- Proven track record of successfully developing winning proposals.
- Experience using MS Professional tools.
- APMP Practitioner certification.
- Active Secret Clearance preferred; APMP Professional certification preferred.
Pay
Salary Range: $142,000 - $175,000. The range represents a general guideline; Integral Federal considers factors such as scope and responsibilities of the position, candidate’s experience, education, skills, and current market conditions when determining base salary offers. Depending on the position, employees may be eligible for overtime, shift differential, and/or discretionary bonuses in addition to base pay.
