Proposal Manager
Description
The Proposal Manager supports day-to-day activities associated with proposal development, writing, and management. This team member works alongside senior management to support the proposal lifecycle, including coordination of meetings, tracking progress, and submitting proposals.
Proposal Management Tasks
- Coordinate and track the proposal development lifecycle
- Create and edit proposal compliance matrices, writing schedules, boilerplate, and proposal shells/templates
- Tailor past performance tables and questionnaires for proposals
- Format resumes for proposals
- Facilitate color team reviews, mark-up proposal drafts, and execute actions after meetings
- Create proposal content and draft responses that adhere to RFP/RFQ requirements
- Organize proposal assignments and conduct compliance reviews
- Update boilerplate proposal content and gather resumes, create organizational charts, and complete annex sections for technical proposals
- Review and quality control proposal submissions to ensure alignment with RFP requirements
- Communicate with technical teams and proposal writers to meet internal deadlines
- Manage proposal production, formatting, and execution of bid documents
- Provide supporting data to strengthen proposals
- Oversee submission of final proposals and Best and Final Offers
- Generate technical white papers and respond to RFIs, RFPs, and RFQs
- Attend BD/Capture calls and opportunity review meetings, taking notes and updating pipeline

Requirements
- At least 6 years of experience directly relevant to this position
- Strong understanding of the federal BD/Capture lifecycle and RFI/RFP process
- Expert MS Word, Excel, PowerPoint, and Outlook skills
- Expert proposal writing skills – for professional services proposals
- Proficient in Acrobat, MS Teams, and Zoom
- Graphic design and Desktop Publisher proficiencies are a major plus
- Familiarity with GovWin, FPDS, and SAM.gov preferred
- Exceptional interpersonal skills
- Excellent communication (written and verbal) skills
- Demonstrated experience working with senior staff and senior executives in fast-paced, high-stakes environment
- Able to work independently and within groups effectively
- Solution oriented and proactive in learning on the job
- Exceptional organizational and time management skills, attention to detail, and ability to work under tight deadlines and manage competing priorities
- Willingness to work outside of normal business hours (when necessary to meet deadlines)
- Interested in growing within the areas of business development, capture, and/or proposal development

Work Environment
The work environment is a typical office setting or virtual/remote setting. Physical demands include sitting for extended periods and occasional walking and standing.
Position Type and Expected Hours of Work
Full-time exempt position. Typical work hours are Monday-Friday, 40-60 hours per week. Some job activities may be required outside of typical workdays/hours. Overtime is expected during peak periods.
Travel
20% local and regional travel, with overnight stays necessary.

Bachelor’s degree

A minimum of 6 years of industry-specific experience required.
