About the role

The Proposal Manager will manage the entire proposal development process, from solicitation release to submission, responding to government RFI, RFQ, and RFPs. They will create compliant and compelling proposals addressing solicitation requirements, develop theme statements, and coordinate with SMEs.

Responsibilities

  • Create compliant and compelling proposals addressing solicitation requirements.
  • Develop strong theme statements based on Capture Plan information.
  • Complete storyboard template for proposal sections.
  • Develop formal kickoff presentations and support meeting logistics.
  • Engage with Capture Managers to craft proposal strategy and develop compelling messaging.
  • Craft and prepare response documents, consolidating input from multiple authors and reviewers.
  • Edit for content, clarity, and style.
  • Facilitate color reviews and provide feedback on drafts.
  • Ensure proper formatting, version control, and standards are used in all submission documents.
  • Perform desktop publishing in MS Word and other tools to ensure proposal documents are properly formatted, compliant, and visually appealing.
  • Aid in all proposal management operations as directed by supervisors.
  • Assist with Pipedrive administration, opportunity research, marketing, graphic design/technical writing, etc.

Requirements

  • Bachelor’s Degree
  • Minimum of 7 years experience in proposal management, including producing and delivering proposals with technical subject matter, management consulting, and IT services preferred.
  • Experience in federal consulting.
  • Experience leading proposal volumes and/or performing as a writer on proposals.
  • Experience creating and drafting oral presentations.
  • Experience with using AI and AI tools for proposal architecture writing and editing.
  • Experience managing all facets of proposal preparation.
  • Excellent communication skills, both verbal and written.
  • Ability to generate grammatically correct English text.
  • Ability to work in a collaborative/team environment.
  • Ability to work under stress with tight schedule deadlines.
  • Advanced knowledge and experience with Microsoft Word.
  • Experience working in a Capture Management environment, or experience in Capture Planning, etc. is desired.
  • Experience working within Microsoft SharePoint and Teams is desired.
  • Training in formal capture/proposal methodologies, e.g., Shipley Proposal Training including Proposal Management, Proposal Writing, and Capturing Federal Business.

Qualifications

Must have a Bachelor’s Degree and at least 7 years of experience in proposal management, including producing and delivering proposals with technical subject matter, management consulting, and IT services. Experience in federal consulting, leading proposal volumes, and drafting proposals is preferred. Must have experience creating and drafting oral presentations and using AI and AI tools for proposal architecture writing and editing. Must have experience managing all facets of proposal preparation and excellent communication skills, both verbal and written. Must have advanced knowledge and experience with Microsoft Word and training in formal capture/proposal methodologies.
