JOB SUMMARY
Responsible for leading the development, management, and submission of complex, high-value proposals in response to RFQs, RFPs, RFIs, and similar solicitations for federal, state, and commercial opportunities. Manages the full proposal life cycle that includes pre-RFP capture planning, proposal planning, proposal development, and post-submittal activities.
Ensures compliance with client requirements, responsible for content development and integration in partnership with operations and subject matter experts across the organization.
ESSENTIAL DUTIES
- Lead the full proposal lifecycle, including opportunity intake, kickoff, strategy, scheduling, task coordination, reviews, production, and final submission while managing multiple deadlines and shifting priorities.
- Prioritize and manage multiple concurrent assignments in a fast-paced environment, adapting quickly to changing deadlines, requirements, stakeholder input, and business priorities while maintaining accuracy, compliance, quality, and brand consistency.
- Facilitate the Go/No-Go decision process by coordinating required inputs, gathering proposal intelligence, assessing schedule, resource, and compliance considerations, and presenting information to Business Development, Operations, and Proposals leadership to support informed decision-making.
- Partner with Business Development, Operations, and other internal stakeholders to shape proposal strategy, win themes, discriminators, messaging, branding, and value propositions, using market and competitive research as needed.
- Provide strategic proposal guidance by evaluating opportunity fit, competitive positioning, client priorities, and internal capabilities to help shape pursuit strategy and improve proposal quality and win probability.
- Plan, assign, track, and coordinate proposal tasks across internal contributors and subject matter experts; maintain action-item trackers and compliance matrices to ensure requirements, formatting standards, quality expectations, and brand guidelines are met.
- Write, edit, and refine proposal content for clarity, accuracy, compliance, grammar, logic, readability, strategy alignment, and incorporation of win themes.
- Interview subject matter experts as needed to develop accurate and responsive content.
- Facilitate effective proposal reviews, including distributing draft materials, leading review meetings, incorporating reviewer feedback, and coordinating draft incorporation with authors.
- Oversee proposal production, formatting, assembly, packaging, delivery, and integration of technical, cost, and supporting documents to ensure consistency and compliance.
- Collaborate on maintenance of proposal systems, trackers, templates, reusable content libraries, SharePoint repositories, opportunity records, and lessons learned.
- Drive standardization, process improvement, and knowledge management to improve efficiency and win rates.
- Support targeted marketing and business development activities, including capability statements, presentations, select campaigns, industry awareness, and relationship-building opportunities as workload allows.
- Maintain awareness of company capabilities, services, industry trends, and competitive landscape relevant to proposal efforts.
- Maintain confidentiality of sensitive company, client, and employee information.
- Comply with Company and customer policies and procedures.
- Support ASRC Energy zero-incident safety culture and assume personal accountability and responsibility for safe work practices in all projects, activities, and operations.
REQUIRED EXPERIENCE
- Bachelor’s degree in Marketing, Communications, Business, or related field, or equivalent combination of education and relevant experience.
- Progressive experience leading proposal efforts for complex projects or service contracts with five (5) years of experience in proposals, business development, marketing, and/or grant writing preferred.
- Experience supporting technical, industrial, or regulated industries preferred.
- Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and Microsoft 365 collaboration tools (Teams, SharePoint) required.
- Intermediate proficiency with Adobe Acrobat required; exposure to InDesign / Illustrator preferred.
- Excellent interpersonal and organizational skills.
