Proposal Engineer – Renewables
Ulteig is seeking qualified candidates for a Proposal Engineer – Renewables role to support the development of high-quality, client-focused technical proposals and project cost estimates within Enterprise Operational Services.
About the role
The Proposal Engineer drives and manages the proposal process, coordinates pursuit teams, manages proposal schedules, develops compliant and compelling proposal content, supports estimate development, and ensures proposal responses clearly address client requirements and differentiate Ulteig’s services. This role collaborates closely with Sales, Technical Services, Field Services, Project Management, and other internal stakeholders while contributing to continuous improvement of proposal tools, templates, workflows, and best practices. In addition to proposal leadership, the Proposal Engineer provides technical scope development support and estimating input to align proposal solutions with client objectives.
Responsibilities
- Lead renewable energy proposals from intake through final submission, including proposal planning, scheduling, content development, estimate coordination, stakeholder management, reviews, and final delivery.
- Review RFPs, technical requirements, and client specifications to identify compliance needs, risks, assumptions, scope considerations, subcontractor requirements, and proposal strategy.
- Develop, write, edit, and organize client-focused proposal content, sales materials, technical approaches, project estimates, and supporting documentation using approved templates and brand standards.
- Partner with cross-functional teams, technical stakeholders, and subcontractors to gather inputs, align scope and estimates, facilitate reviews, and ensure timely submission of high-quality proposals.
- Manage proposal collaboration tools, communications, assignments, revisions, approvals, final packaging, electronic submissions, and proposal closeout activities.
- Participate in the development of new processes, efficiency tools, and databases at the team and company level.
- Perform other related duties as assigned.
Requirements
- Bachelor’s degree in engineering (electrical, structural, mechanical, or civil), technology, renewable energy, or a related field; or equivalent combination of education and experience.
- 2-6 years of experience in proposal development, project management, technical writing, estimating support, engineering support, or related work in Power, Renewables, infrastructure, or consulting environments.
- Strong written and verbal communication skills, including the ability to organize technical information into clear, client-focused proposal content.
- Strong organizational skills with the ability to manage multiple deadlines, priorities, documents, and stakeholder inputs.
- Ability to work effectively across diverse teams, influence without direct authority, and communicate proactively to keep proposal activities moving forward.
- Comfort working through ambiguity, asking clarifying questions, identifying gaps, and helping determine a practical path forward.
- Ability to manage multiple concurrent pursuits in a fast-paced, deadline-driven environment.
- Proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and Teams.
- Demonstrates openness to innovation by embracing and applying evolving technology and AI tools to enhance workflows, solve problems, and drive continuous improvement.
- Must have authorization to work permanently in the U.S.
Preferred Qualifications
- Engineer in Training (EIT) certification or Professional Engineer (PE) licensure.
- Familiarity with utility-scale solar, battery energy storage systems (BESS), substations, transmission, distribution, interconnection studies, or related renewable energy infrastructure.
- Experience supporting proposals in the renewable energy, power delivery, engineering consulting, utility, EPC, or infrastructure markets.
- Ability to interpret engineering drawings, technical specifications, project scopes, and construction or consulting deliverables.
- Ability to evaluate project risks, assumptions, exclusions, and execution considerations and effectively communicate those impacts to pursuit teams.
- Demonstrates strong critical-thinking and problem-solving skills, including the ability to assess proposal requirements, identify risks or gaps, and develop practical solutions in collaboration with pursuit teams.
- Familiarity with Shipley color review processes or similar proposal development methodologies.
- Proficient computer skills with experience using CRM systems, Microsoft Loop, Templafy, proposal databases, or related content management tools; Adobe InDesign and/or Adobe Illustrator is a plus.
- Experience supporting scope and fee proposals, qualifications-based proposals, cost estimates, resumes, org charts, compliance matrices, or client-specific proposal packages.
- Demonstrates openness to innovation by learning and applying evolving proposal tools, automation, and AI-enabled workflows to improve quality, consistency, efficiency, and stakeholder experience.

Pay
Target base compensation range for this role is $93,800 - $126,900. Factors that may be used to determine your actual salary include your job-specific skills, education, training, job location, number of years of experience related to this role, and comparison to other employees already in this role.
