Proposal Analyst

SCI Technology, a Sanmina Company, delivers innovative, trusted, and comprehensive products and services for the Defense and Aerospace sector, including avionics, tactical and airborne communications, counter-UAS, integrated manufacturing, and cradle-to-grave product life cycle support. Our heritage dates to 1961 as an early supplier to the space program in Huntsville, Alabama. Due to Department of Defense contract requirements, U.S. citizenship is required for this position.

Responsibilities

• Able to read and interpret requests for proposals (RFP) from diverse sources
• Coordinate and review/edit proposal input from a variety of stakeholders
• Maintain audit logs and detailed organized files
• Coordinate extraction and interpretation of data
• Develop and share compliance matrices, writing templates, and outlines
• Monitor, review, and direct weekly proposal progress
• Coordinate technical and management approaches, development of the cost volume
• Manage the implementation and improvement of the proposal process
• Establish initial bid strategy and manage proposal templates
• Develop Work Breakdown Structure (WBS) and log/archiving proposals
• Determine proposal and project schedules with final authority on changes

Requirements

• 0-2 years experience in Federal Government pricing (notably DoD requirements)
• Bachelor’s degree in a related field
• Expert with Microsoft Office applications (Word, Excel, PowerPoint)
• Knowledge of financial and costing of bids and proposals
• Familiarity with FAR Part 15 Cost Reporting requirements
• Experience with Pro-Pricer and Work Breakdown Structures
• Knowledge of electronics development, manufacturing, and/or sustainment is a plus

• Strong written and oral communication skills, including the ability to present technical and financial information persuasively
• Strong financial analytical background, including mathematics of finance and statistics for comprehensive cost analysis
• Ability to analyze situations and requirements without previous similar experience and plan a successful path forward
• Leadership in scheduling and running proposal kick-off meetings and facilitating key review meetings
• Innovation in improving business processes by removing waste and enhancing output quality
• Organization and project management, including coordinating proposal governance, production, and delivery
• Attention to detail, strong time management, and prioritization skills
