Duties

  • Receives orientation in the basic functions and purposes of real property valuation.
  • Learns the basic principles, concepts, work processes and reference materials fundamental to real property valuation.
  • Receives orientation on the goals, objectives, principles, policies, procedures, guidelines, work processes, techniques, rules and regulations pertinent to the real property valuation program.
  • Learns to apply work processes and techniques by performing simple, selected tasks and assignments.
  • Accompanies higher level specialists on property valuation studies as an observer.
  • Participates in orientation and training programs for real property appraisers.
  • Assists in collecting, compiling, and organizing data.
  • Conducts fact finding, analyzes problems, applies appropriate guides and standards, draws sound conclusions and prepares written reports of findings and recommendations.

Minimum Qualification Requirements

  • Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in real estate, business or public administration, economics or a related field.
  • Licenses: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).

Knowledge

  • Principles, theories, methods and techniques of real property valuation studies.
  • Fundamentals of real property appraisal.
  • Mathematics.
  • Report writing.
  • Research and statistical methods and techniques.
  • Use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.

Ability

  • To learn and apply the principles, theories, methods and techniques of real property valuation studies, including statistical concepts and formulae.
  • To collect, organize, and present data in tabular and narrative form.
  • To perform mathematical computations rapidly and accurately.
  • To write clearly and concisely.
  • To follow verbal and written instructions.
  • To establish and maintain effective relationships with others.
  • To operate a personal computer using a variety of software applications.
