About the role

This position provides leadership and direction to associates at an assigned property, ensuring alignment with the corporate mission and established goals. The role oversees all phases of property operations, including general administration, maintenance, fiscal stability, and resident services, while maintaining compliance with regulatory agreements and agencies.

Responsibilities

  • Resident Relations:
    • Create a positive, welcoming, and supportive environment for residents, visitors, and property associates.
    • Develop and implement resident retention programs to maintain 100% occupancy.
    • Manage assigned properties by responding to emergencies, collecting rents, delivering notices, and enforcing community rules.
    • Ensure "on-call" availability for emergencies requiring supervisor authority.
    • Handle resident complaints within 24 hours and document actions taken.
    • Enforce community policies, including implementing sanctions up to evictions.
    • Submit data for non-compliance notices to the Legal Administrator.
    • Cross-train with the Assistant Property Manager to ensure property functionality during absences.
    • Maintain cleanliness of common areas, landscaping, and minor repairs.
    • Oversee timely renovation of vacant apartments.
    • Use maintenance software to track work orders and review maintenance reports.
    • Monitor and document security events, maintenance issues, and problematic behavior.
  • Staff Relations:
    • Establish and maintain regular daily office hours with adequate coverage.
    • Evaluate associates’ performance, including annual reviews.
    • Supervise and direct the work of all staff members.
    • Maintain daily communication with service staff on resident issues.
    • Support maintenance staff with training, supervision, and tools.
    • Conduct health and safety inspections to detect violations and hazards.
  • Property Program Duties:
    • Screen, review, and approve applications for corporate submission.
    • Deliver recertification notices to tenants per program requirements.
    • Follow up on annual re-certifications and renewals.
    • Schedule and perform certification appointments with applicants and residents.
    • Inspect apartments for move-in condition, annual inspections, and turnover status.
    • Prepare move-in files for new residents.
    • Assist the Affordable Team in resolving certification discrepancies.
    • Prepare for annual audits and inspections.
    • Ensure compliance with regulatory requirements, including Fair Housing guidelines.
    • Report accidents and emergencies to the Regional Operations Manager and prepare incident reports.
    • Ensure timely handling of maintenance requests and resident notifications for delays.
    • Negotiate with outside vendors for services such as construction, HVAC, plumbing, and landscaping.
  • Additional Duties:
    • Make daily bank deposits and maintain a petty cash fund.
    • Review bills and invoices for payment after approval.
    • Support the preparation of the annual operating budget.
    • Provide budget versus actual reports to the Regional Operations Manager.
    • Perform monthly property inspections with Regional Managers.
    • Represent Catholic Housing Communities at professional trade events.
    • Ensure confidentiality, integrity, and security of protected health information (PHI) per HIPAA regulations.
    • Follow mandated reporter procedures for suspected abuse or neglect.
    • Adhere to Catholic Social Teaching and Doctrine.
    • Perform other duties as assigned by the Regional Operations Manager.

Requirements

  • Education/Experience:
    • Two years of property management experience, including two or more years in multi-family property management.
    • Direct supervision experience and client services experience.
    • Experience with homeless populations, affordable housing, HUD, USDA/RD, and LIHTC preferred.
  • Certificates/Licenses:
    • Acquire LIHTC/HUD/USDA RD certification within one year of hire (employer-paid).
    • Valid Driver’s License and ability to drive for work.
    • Successfully pass a background check applicable to the position.
  • Physical Abilities:
    • Regularly sit, stand, climb, walk, hear/listen, and talk.
    • Frequently lift up to 20 pounds, pull/push, carry, grasp, reach, stoop, and kneel.
    • Occasionally crawl.
    • Ability to see clearly at 20+ feet, with or without corrective lenses, and focus.
  • Skills/Abilities:
    • Adaptability: Manage changes, delays, and competing demands; prioritize tasks.
    • Analytical Ability: Maintain focus, complete research, synthesize complex information, and use intuition.
    • Attendance: Consistently arrive and work as scheduled; flexible hours as needed.

    • Interpersonal Skills: Maintain satisfactory relationships, provide excellent customer service, and demonstrate cultural sensitivity.
    • Judgment: Make prudent and timely decisions; explain reasoning for decisions.
    • Language Ability: Read, analyze, and interpret business documents; write reports and correspondence; present information effectively.
    • Mathematical Ability: Perform basic calculations and interpret data.
    • Motor Coordination: Coordinate eyes, hands, fingers, and feet accurately.
    • Problem-Solving Ability: Identify and prevent problems; formulate alternative solutions.
    • Quality Management: Complete duties accurately and on time; edit work for accuracy; apply feedback constructively.
    • Reasoning Ability: Solve practical problems with limited standardization; interpret instructions in various formats.
    • Supervisory Skills: Carry out supervisory responsibilities, including hiring, training, coaching, and disciplining employees.
