About the role

Under general supervision, performs human resources administrative work of considerable difficulty in a variety of human resources functions, focusing in one or more of the following functional areas: employee relations, training and development, recruitment, classification/compensation, safety, benefits, and related human resource areas.

Responsibilities

  • Administers assigned functions, such as employee relations, training and development, recruitment, classification review, compensation studies, employment analysis, safety, and leave and benefits administration.
  • Collects and analyzes statistical data in assigned functional area(s).
  • Tracks trends and developments in assigned functional areas.
  • Conducts studies, performs research, and prepares reports.
  • Reviews, interprets, and recommends policies.
  • Participates in working groups, councils and committees.
  • Ensures compliance with rules and regulations.
  • Provides training in assigned functional area(s).
  • Collaborates with other human resources staff as appropriate.
  • Assists with payroll administration.
  • Manages special projects.
  • May supervise assigned staff.

Employee Relations

  • Works with departments to ensure county-wide equal employment opportunity law compliance including Americans with Disability Act, Fair Labor Standard Act, Family Medical Leave Act, recommends methods of reasonable accommodation.
  • Maintains detailed documentation of processes undertaken to accommodate individual circumstances.
  • As part of the Employee Relations Team, reviews discipline cases and recommends appropriate level of discipline, determines service needs and develops new programs.
  • Provides assistance with employee relations, such as employee counseling and coaching, exit interviews, participating in investigations, analyzing and recommending solutions to resolve basic employee concerns and issues.

Training and Development

  • Develops curriculum, coordinates and teaches training classes for County.
  • Participates in the Employee Growth and Development committee.

Minimum Qualifications

  • Thirty semester hours of college level course work in human resources, public administration or related field and two years of human resources experience; OR, any combination of education, training or experience which demonstrates the ability to perform the duties of the position.
  • This position is non-exempt from overtime.

Preferences

  • Bachelor's Degree in Human Resources, Business, Psychology, Communication, Sociology, Public Administration, Education or related field.
  • PHR/SPHR Certification.
  • HR Professional Organization Membership.

Work Schedule

The position is part-time, 20 hours per week.

Knowledge, Skills And Abilities

  • Considerable Knowledge Of principles, practices, and standards of public sector human resources management; protocols and standard practices that pertain to assigned functional areas; research techniques and report writing; business English; state and federal labor laws and regulations; analytical techniques applied to human resources management; obtaining, verifying and evaluating general and statistical information; computer software utilized in human resources data collection and analysis.
  • Ability To establish and maintain effective working relationships with employees, other agencies and the public; follow written and verbal instructions; communicate verbally and in writing; maintain a high degree or organization, coordination and communication, with attention to detail and accuracy.
