Property Maintenance Inspection Supervisor

About the Role

The Property Maintenance Inspection Supervisor supervises a team of multi-discipline inspectors and serves as the Property Maintenance Code subject matter expert for all residential inspectors. This role performs inspection quality control, coordinates inspection functions, and resolves maintenance code and inspection-related problems. You will visit homes and businesses to assist inspectors, attend inter-agency meetings, and act as the primary resource for questions regarding the Property Maintenance Code and the administrative provisions of the Virginia Uniform Statewide Building Code.

Additional responsibilities include developing and analyzing reports on quality control and uniformity, authoring documents such as letters, memorandums, procedures, and legal notices, and answering questions about residential and property maintenance inspection processes. You will also develop and coordinate staff training, certification, and career development activities, and participate in the development of the Virginia Construction Code at the state and national levels. Cross-training for other duties may be required.

Responsibilities

• Attend inter-agency meetings and represent Chesterfield at state and national levels in code development.
• Develop, analyze, and prepare reports on quality control and uniformity of inspection activities.
• Author letters, memorandums, procedures, legal notices, and other documents.
• Answer questions about residential and property maintenance inspection processes.
• Develop and coordinate staff training, certification, and career development activities.
• Maintain required certifications and stay current with best practices.
• Perform physically demanding tasks, including traversing construction sites, climbing ladders, walking long distances, and working in tight spaces.

Requirements

• High school diploma or GED.
• Five years of experience in building code enforcement, including one year in a supervisory or lead inspector capacity; or an equivalent combination of training and experience.
• Construction/engineering technology or vocational program degree/certificate preferred.
• Knowledge of the Virginia Property Maintenance Code, Uniform Statewide Building Code, International Code Council family of codes, and construction principles for residential and commercial structures.
• Required certifications (must be obtained within specified timeframes if not already held):
  • Virginia Board of Housing and Community Development Combination Inspector certification (Residential Electrical, Mechanical, Plumbing, and Building Inspector). Equivalent ICC or other state certifications may be considered.
  • Virginia Board of Housing and Community Development Property Maintenance Inspector certification (within 18 months of hire).
  • Virginia Certified Erosion and Sediment Control Inspector certification (within 18 months of hire).
• Excellent communication and relationship-building skills to collaborate with county staff, departments, private sector professionals, governmental agencies, elected officials, and citizens.
• Ability to perform physically demanding work, including traversing construction sites, climbing ladders, walking long distances, driving for extended periods, and working in tight spaces.
• Current valid driver’s license with a good driving record (no more than five demerit points within the past 24 months or one major violation within the past 36 months). Out-of-state records must be provided at the time of interview.
• Pre-employment drug testing, FBI criminal background check, and education/degree verification required.

Challenges

This role involves resolving disagreements between property owners and inspectors, addressing homeowner dissatisfaction, and enforcing complex building codes while managing coordination across multiple departments. You will handle a high volume of work daily and must maintain professionalism in challenging situations.
