Property Disposal Specialist (Training).

About the Role

This position involves instructing entry, mid-level, and advanced courses on policy, procedures, and systems used by Defense Logistics Agency Disposition Services (DLA DS) for receipt procedures, warehouse management, downgrading property, and scrap management.

Responsibilities

• Develops and maintains course materials related to DOD Disposal and DOD DEMIL policy.
• Analyzes policy, regulation, and/or guidance changes from the Department of Defense (DOD) to ensure course materials are updated.
• Provides input to Standard Operating Procedures and guidance documents.
• Researches receiving property, safety, and disposal of demilitarization/mutilation to improve instruction quality and meet training needs.
• Works with management officials to resolve problems and analyze impacts on DOD or DLA policies and procedures.
• Serves as an expert resource and internal consultant to DLA in receipt procedures, warehouse management, downgrading property, and scrap management.
• Conducts visits to field sites to validate adherence to published policy and procedure.

Requirements

• Must be a U.S. citizen.
• Tour of Duty: Flexible.
• Security Requirements: Non-Critical Sensitive.
• Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
• Fair Labor Standards Act (FLSA): Exempt.
• Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
• Selectees are required to have a REAL ID or other acceptable identification documents to access certain federal facilities.

Qualifications

To qualify for a Property Disposal Specialist (Training), your resume and supporting documentation must support:

• Specialized Experience: One year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
  • Researching, interpreting, and/or applying Property Disposal regulations regarding receipt procedures, warehouse management, downgrading property, and scrap management.
  • Developing and implementing training programs in the field of Property Disposal.
  • Working in and troubleshooting issues in databases or other systems utilized to dispose of property.
• Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

To be found well-qualified as an ICTAP applicant, individuals must demonstrate the ability to perform common tasks of the job as well as more complex duties, such as improving operations and resolving problems associated with disposal functions.

• Substitution of education may not be used in lieu of specialized experience for this grade level.
• This position does not meet criteria for appointment of Reemployed Annuitants.
