Property Disposal Specialist.

Responsibilities

• Provides assistance to DOD, Federal Agencies, and authorized donor customers in screening and selecting property for reutilization.
• Performs a variety of property disposal, control, and advisory activities such as advising on the destruction, demilitarization (Demil), or abandonment of property; recognizes Demil property and its applicable requirements.
• Ensures the contractor completes all work on the task order; notifies the Contracting Officer Representative (COR) if performance is unsatisfactory or problems are anticipated and recommends remedial action.
• Ensures sales/referrals comply with good merchandising practices and regulatory requirements.
• Resolves problems in all phases of disposing excess and surplus government property; maintains accountable records, adjustments, inventory corrections, and monitors record status of inventory.
• Ensures proper handling, storage, and accountability of excess or surplus property to prevent damage, loss, or personal injury.
• Assists in coordination, training, and other aspects of the property disposal function.

Requirements

• Must be a U.S. citizen.
• Tour of Duty: 1st Shift.
• Security Requirements: Non-Critical Sensitive.
• Appointment subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
• Fair Labor Standards Act (FLSA): Non-Exempt.
• Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
• Bargaining Unit Status: No.
• Selectees must have a REAL ID or other acceptable identification documents for accessing federal facilities.
• Expeditionary Civilian (EC): Emergency Essential.
• Pre-Employment Physical: Required.
• Must obtain and maintain required hazardous materials handling certifications.

Qualifications

To qualify for a Property Disposal Specialist, your resume and supporting documentation must support one of the following:

• Education Substitution: Education must demonstrate the necessary knowledge, skills, and abilities. Must be from an accredited college or university. If using education to meet basic qualifications, you must submit a transcript.
  • Master's or equivalent graduate degree, or
  • 2 full years of progressively higher-level graduate education leading to such a degree, or
  • LLB or J.D., if related.
• Specialized Experience: One year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable experience includes:
  • Administering a reutilization program.
  • Monitoring contractor performance.
  • Assisting customers with reutilization decisions.
  • Completing inventory adjustments.
• Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for GS-09. Percentages of education and experience must total at least 100%. Only graduate education in excess of the amount required for the next lower grade level may qualify applicants for GS-09.

Experience refers to paid and unpaid experience, including volunteer work (e.g., Peace Corps, AmeriCorps). Volunteer work helps build critical competencies and can provide valuable training.

Physical Demands

• Frequent visits to generator collection points, field office warehousing facilities, and observing customer/contractor operations, requiring extended walking and standing.
• Moderate to heavy lifting when moving material by hand or hand-truck.
• Operation of forklift trucks (2,000–15,000 pounds) to move, load, unload, stack, or un-stack palletized materials and equipment.

Work Environment

• Work may be performed in an office, warehouse, or outside scrap yard.
• Regular exposure to adverse weather conditions and hazardous collection/storage facilities.
• Use of safety equipment such as hard hats and safety shoes may be required.

Education

• Graduate Education: One academic year of graduate education is the number of credit hours your graduate school defines as one year of full-time study (typically 18 semester hours or 27 quarter hours).
• Foreign Education: Education completed in foreign colleges/universities must be evaluated by a private organization specializing in foreign education to ensure equivalency to a U.S. accredited program.

Additional Information

• This is an Expeditionary Civilian (EC) position designated as Emergency Essential (EE). The incumbent may be required to deploy via temporary reassignment or stay in place to support contingency operations, including readiness exercises.
• Deployment may occur as soon as 90 days after return from a prior deployment, with durations generally not exceeding six months and dwell times of 12–18 months.
• Military Reservists must arrange removal from the reserve component prior to appointment.
• Incumbent must sign a Statement of Understanding and Agreement for EC positions, maintaining readiness requirements.
• Drug-Free Workplace Policy: Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA.
• Employees in drug-testing designated positions are subject to random drug testing.
