Property & Casualty Insurance Manager (Hybrid)
Starting salary range: $101,504 – $105,000
About the role
The State Corporation Commission (SCC) seeks a Property & Casualty Insurance Manager who has a passion for public service and an interest in regulating insurance to provide Virginians with access to reliable insurance protection. Joining the Property and Casualty (P&C) Division within the SCC’s Bureau of Insurance, the P&C Manager oversees the daily operations of the Personal Lines Rules, Rates and Forms section, which reviews and analyzes rules, rates, and form filings applicable to 23 personal lines of insurance to determine compliance with Virginia insurance laws and regulations. Based in Richmond, Virginia, the SCC offers a hybrid work schedule, generally 3 days of teleworking and 2 days in the office per week, as well as professional development opportunities including continuing education, certifications, and designations.
Responsibilities
- Provide daily people management, operational oversight, coordination, and guidance for the Personal Lines team of approximately 4 staff
- Function as a working manager in the review of rules, rate and form filings
- Develop staff in-person and virtually, identify key talent to fill critical roles, facilitate knowledge transfer, and conduct performance appraisals
- Lead meetings and various projects
- Participate in the development, drafting, and review of legislation, administrative letters/orders, and other regulatory guidance documents
- Participate in the development of internal policies, procedures, and guidelines for rates and/or form filings
- Assist in the implementation and enforcement of new statutes and regulations
- Prepare and manage the reporting of monthly and annual activities to senior management
- Communicate with regulated entities and industry partners as needed
- Perform other related work as required
Qualifications
- Eight (8) or more years of relevant professional P&C insurance experience
- Experience leading, managing, mentoring, and/or evaluating staff
- Thorough knowledge of P&C Personal Lines insurance forms and coverage, as well as insurance terminology, operations, laws, and regulations
- Ability to mentor, coach, train, evaluate, and develop staff
- Thorough knowledge of organizational and performance management practices
- Ability to build a high performing team and positively lead staff through change
- Ability to communicate clearly, concisely, and professionally, both verbally and in writing
- Strong analytical and processing skills with an ability to make appropriate and sound decisions
- Ability to review and analyze information in a detailed, thoughtful, and inquisitive manner
- Strong interpersonal skills and ability to work with others in a courteous and professional manner
- Ability to establish and maintain professional working relationships with insurance industry personnel, regulatory peers, and SCC staff
- A bachelor’s degree is preferred but not required with sufficient professional experience
- Insurance-related designations and certifications are a plus

The SCC regulates various companies and industries in Virginia. To avoid any conflict, employees are required to complete a Conflict of Interest Form disclosing securities they or their family members own or employment by a family member in a regulated company. Employees must dispose of securities in a regulated company. The SCC prohibits immediate family members of an employee, including a spouse, child, stepchild, sibling, step- and half-sibling, parent, step-parent, or other household member of the employee, from working in the same Division or being in the same management hierarchy.
