About the role
To ensure the Project is well positioned to maximize the use of existing local suppliers and vendors within Kazakhstan, who are capable of supplying materials and services that meet the Project's quality, cost, and timeline requirements.
Responsibilities
- Develop and maintain the Project Local Content Plan (PLCP) for the project, as a deliverable prior to DG-3, with emphasis on local Goods, Works, and Services assessment and plans.
- Complete an assessment of current Goods, Works, and Services capabilities and capacities as part of the PLCP; define gaps in suppliers that need to be closed to maximize local content applicable to the project scope.
- Support Goods and Services providers’ business development where appropriate, encourage Joint Venture/Partnership formation, and advise on international standards to enhance suppliers' capabilities and competitive positions.
- Lobby international corporations to promote sustainable Goods and Services activities in the Republic of Kazakhstan (RoK).
- Fully assess and integrate strategies from the Project Execution Plan (PEP) and Permitting & Regulatory Compliance into the PLCP.
- Ensure Local Content (LC) lessons learned from past and current projects are identified, assessed, and incorporated into the PLCP.
- Liaise with all entities providing input to the PLCP, including project teams (Engineering, Development, Project Management, and Services) and corporate entities (LCD, HSE, NDD, TD, C&P, PRC, POD, Finance, Legal, etc.).
- Ensure the PLCP is designed to be updated at each relevant project stage and can be approved by the Venture and authorities upon FID, including clear and realistic contracting strategies and projections of industrial know-how left in RoK post-execution.
- Coordinate with the corporate LC Department on LC relations with RoK technical authorities and institutions, and compile LC reports and publicity materials for external and internal use.
- Participate in project evaluation reviews relevant to each project definition phase, including preparation of deliverables and follow-up of recommendations.
- Ensure the PLCP aligns with the LC Manager and the corporate 5-year Local Content plan.
- Actively support the Corporate LC Development team with the Project Commodity Prioritization list, ensuring alignment with targeted areas defined in LC short- and long-term plans.
Requirements
- Degree: MSc or equivalent in an engineering discipline.
- Minimum 6-8 years of experience managing Local Content processes in operators’ oil and gas companies in Kazakhstan.
- Demonstrable experience (minimum 5 years) and proven track record in executing and managing all stages of oil & gas project development.
- Relevant experience defining project execution and local content strategies.
- Previous experience and familiarity with RoK and/or other Caspian projects is highly desirable.
- Knowledge of Kazakhstan’s local content legislation and rules and their impact on the oil sector, as well as local supply market capacities (preferred).

Schedule
5/2 work schedule (5 days on, 2 days off).
