About the role
The Project Procurement Manager (PPM) provides procurement guidance, coordination, and management between the Supply Management commodity organizations and proposal/project management organizations for a project from conception through project execution to ensure a coherent approach and transition. The PPM is responsible for development and execution of a project’s procurement strategy. A PPM will also act as a Procurement Agent and place Purchase Orders for equipment and/or services. In this capacity, the PPM will be responsible for the strategic sourcing, procurement, and supplier management of assigned commodities, equipment, materials, and services supporting project execution and operational requirements.
Responsibilities
- Act as the Supply Chain contact/interface point for the proposal/project managers, Engineering, and Scheduling in coordinating activities with the Supply Management commodity organizations.
- Lead Supply Management in the development of appropriate proposal procurement plans and project procurement execution strategies for all purchased items in concert with category managers, procurement agents, and proposal/project managers to support the proposal/project.
- Develop Proposal Status document(s) to track and report activities to Project Management and Supply Management leadership.
- Review and evaluate Customer specification commercial and technical documents as to potential impact to the business and adjust Supply Management’s activities or strategies accordingly, including but not limited to:
- Customer supplier considerations/requirements,
- Unusual requirements that potentially add cost or risk,
- Applicability for “commercial flow-down considerations”.
- Provide comments and interface with proposal/project manager to understand the proposal strategy and how that impacts the suppliers.
- Develop proposal RFQ packages for selected equipment/material as determined during the proposal stage in concert with procurement agents as to supplier considerations.
- Coordinate supplier meetings and communications during the Proposal stage.
- Coordinate pertinent information from Supply Management for inclusion as part of the Company’s proposal to potential customers including deviations from customer documents whereby potential savings are identified.
- Ensure necessary documents substantiate pricing and schedules.
- After contract award, lead a “kick-off” meeting with commodity organizations. Discuss sourcing plan, special terms and conditions, schedules, and any commitments made during proposal stage.
- Based upon negotiated commercial terms with customer, coordinate in conjunction with Legal and Project Manager, development of applicable flow-down terms and conditions.
- Communicate deviations from B&W’s standard terms & conditions with commodity organizations.
- Support commodity buyers in supplier negotiations as required.
- Support claim resolution activities, including the gathering of substantiating documentation, developing recover strategy and lead negotiation efforts as necessary, ensuring maximum recovery from supplier.
- Report to executive leadership on overall project performance and Supply Management’s contribution to the successes or failures.
- Issue and manage strategic contracts.
- Perform duties of a procurement agent to lead strategic sourcing activities including supplier identification, qualification, competitive bid events, supplier evaluations, terms negotiations, and placing purchase orders.
- Perform all other duties as assigned.
Qualifications
- Bachelor’s degree in Engineering or Business required.
- 5+ years’ experience within a medium to large organization (complex commodity experience and/or project management experience is a plus).
- Experienced in one of the following roles or departments: Buyer, Scheduler, Operations, Engineering, Accounting, Project Management.
- Process improvement training and experience.
- Project execution background/understanding.
- Prior leadership experience.
- Demonstrated ability to understand commercial language.
- Written and oral communication skills on subjects that are technical or complex in nature.
- Contract negotiation and project management experience is a plus.
- Demonstrated teaming and collaboration skills with multiple disciplines at various levels of the organization.
- Knowledge of ERP, business software, Microsoft office suite programs.
- Successful problem solving, conflict management, and customer relations skills.
- Organizational skills and the ability to multi-task and balance time and resource demands appropriately.
