About the Role
This position is for a highly skilled Project Manager working in a very integrated technical environment within the SLA ITS. The team integrates multiple technologies, and the consultant will be required to work utilizing HBITS-identified high-demand tools in technologically advanced environments.
Responsibilities
- Manage scope, schedule, and budget of complex multi-year ITS projects.
- Guide multi-entity project teams across multiple projects.
- Oversee requirements gathering, creation of business and technical documentation, testing, and deployment planning.
- Develop risk mitigation strategies and project status reporting.
- Manage staff using matrix management techniques.
- Negotiate with senior management on resource allocations and project responsibilities.
- Deliver project status presentations to executives.
- Manage 3-5 simultaneous application development projects, including Commercial Off-the-Shelf (COTS) projects and/or in-house development.
- Ensure vendor delivers expeditious and thorough implementation of version upgrades, installations, configurations, custom development, triage, troubleshooting incidents, and testing, adhering to the Secure System Development Life Cycle (SSDLC).
- Create and maintain project budgets, schedules (using MS Project), scope, status reports, communication plans, and project management plans.
- Develop and manage formal project schedules in tools like Microsoft Project, tracking progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies.
- Conduct scrum sessions and present schedule/status updates to ITS and client agency leadership.
- Develop, write, and manage detailed Scope Documents, review project deliverables, and manage the deliverables acceptance process.
- Use project scope and deliverable management to handle the project change request process.
- Oversee project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT), defect and metrics management, and quality governance.
- Lead multi-phased, high-visibility projects and report to the highest-level government IT projects in a State or Federal Agency, preferably involving licensing projects.
Requirements
- 15+ years of experience planning, organizing, and integrating cross-functional information technology projects that are significant in scope and impact.
- 84 months of experience as a Project Manager managing 3-5 simultaneous application development projects, including COTS and/or in-house projects, ensuring vendor compliance with SSDLC.
- 84 months of experience managing project execution and control, including budgets, schedules (MS Project), scope, status reports, communication plans, and project management plans.
- 84 months of experience developing and managing formal project schedules in tools like Microsoft Project, using Waterfall, Agile, and Hybrid methodologies.
- 84 months of experience developing, writing, and managing detailed Scope Documents and managing deliverables acceptance and change requests.
- 84 months of experience with project quality planning, quality assurance, end-to-end system testing, UAT, defect and metrics management, and quality governance.
- 84 months of experience managing and leading multi-phased, high-visibility projects in a State or Federal Agency, preferably involving licensing projects.
- 36 months of post-PMP project management experience implementing business process re-engineering and organizational change management projects.
