Project Manager Level 3
About the role
We are seeking an IT Project Manager who will support our NYS client. This role will lead the planning, execution, and delivery of large-scale Health and Human Services technology initiatives supporting integrated eligibility and human services programs. The Project Manager will oversee cross-functional teams, systems integration, project governance, federally funded implementation requirements, and full SDLC delivery to ensure projects are completed within scope, schedule, and budget.
Responsibilities
- Lead the planning, execution, monitoring, and successful delivery of large-scale enterprise technology projects.
- Define and manage project scope, schedules, budgets, deliverables, milestones, dependencies, and resource plans.
- Monitor project performance and proactively address schedule, scope, budget, and resource variances.
- Identify, assess, and mitigate project risks, issues, and constraints; develop contingency and mitigation strategies.
- Manage project change requests through established governance and change control processes.
- Lead cross-functional teams through the full SDLC, including requirements, solution design, development, testing, deployment, pilot implementation, training, and production rollout.
- Oversee project communications, decisions, action items, status reporting, and executive governance updates.
- Collaborate with business stakeholders, technical teams, vendors, and executive leadership to ensure clear ownership and alignment.
- Manage third-party vendor performance against contractual scope, methodology, deliverables, and implementation schedules.
- Prepare and present project status reports, executive briefings, and steering committee updates.
- Support continuous improvement and other project management responsibilities as assigned.
Requirements
- 7+ years of experience managing large, complex technology projects, including 2+ years in a Project Manager leadership role.
- 5+ years of experience managing projects using Agile methodologies.
- Demonstrated experience managing enterprise Health and Human Services system implementations.
- Experience serving as Project Manager on at least one large-scale integrated eligibility or child support technology modernization initiative.
- Experience managing projects with budgets exceeding $50 million.
- Experience managing federally funded technology projects, including federal compliance requirements for testing, pilot deployments, and production implementation.
- Strong knowledge of project management methodologies, SDLC, risk management, budgeting, scheduling, change control, and stakeholder communications.
- Experience managing cross-functional teams in a matrixed organizational environment.
- Excellent leadership, facilitation, organizational, communication, and problem-solving skills.
- Experience using Microsoft Project Online or Microsoft Project Server.
- Experience planning, coordinating, and tracking Functional Testing and User Acceptance Testing activities.
- Experience managing large systems integration vendors and enterprise implementation projects.
- Familiarity with executive governance processes, steering committees, and large-scale program reporting.
Qualifications
- Current Project Management Professional (PMP) or Program Management Professional (PgMP) certification preferred.
