Location: Detroit, MI | Permanent position with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division (LRD) - Detroit District.

About the role

Serves as a Life-Cycle Project Manager with overall responsibility for planning, scope, development, design, construction, and direction of important civil works and military projects. Integrates sponsor and customer requirements into a comprehensive management plan coordinated with all contributing agencies and organizations.

Responsibilities

  • Assure overall management, control, coordination, and execution of assigned projects.
  • Negotiate and integrate all District functions, sponsor/customer needs, and other agencies' commitments into a comprehensive management plan.
  • Provide input to the district operating budget related to assigned projects.
  • Coordinate planning, design, cost-engineering, construction, and environmental restoration for engineering projects of substantial scope and complexity.
  • Control and manage project milestones and budgets from planning through construction and initial operations.
  • Review and analyze cost reports to ensure charges are authorized and appropriate; identify unauthorized charges and ensure corrective actions are taken.
  • Monitor progress, measure performance, and take necessary corrective action to maintain agreed-upon schedule and cost.
  • Provide status reports on projects (progress, issues, trends) to district corporate leadership (Project Review Board).

Requirements

  • U.S. citizenship.
  • One year of specialized experience, including:
    • Experience and knowledge of principles, guidelines, laws, regulations, concepts, and methodology associated with Planning and Project Management.
    • Application of the latest developments in engineering to resolve Project Management problems.
    • Preparation of schedules and budget estimates, tracking and reporting progress against them.

    This experience must be equivalent to the GS-11 level in the federal service. Education may not substitute for experience for this position.

  • Must be a registered professional in accordance with ER 690-1-958 (Selective Placement Factor).
  • Must file an OGE Form 450, Financial Disclosure Report, upon entering duty and annually thereafter.
  • Must provide proof of U.S. citizenship.
  • Must register with Selective Service if male and born after December 31, 1959.

  • Economist (GS-0110)
  • Biologist (GS-0401)
  • Civil Engineer (GS-0810)
  • Environmental Engineer (GS-0819)
  • Mechanical Engineer (GS-0830)
  • Electrical Engineer (GS-0850)
  • Physical Scientist (GS-1301)
  • Hydrologist (GS-1315)
  • Chemist (GS-1320)
  • Geologist (GS-1350)

Conditions of Employment

  • One-year probationary period may be required.
  • Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment subject to suitability or fitness determination, including a completed background investigation.
  • Position is designated as Non-Sensitive with no security clearance required.
  • Eligible for situational telework only, including emergency and OPM-prescribed "Unscheduled Telework."
  • Direct deposit of pay is required.
  • Permanent Change of Station (PCS) costs are not authorized; however, Relocation/Recruitment Incentives may be authorized (up to 25%).
  • Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees.

Pay

Salary includes applicable locality pay or Local Market Supplement. Position is classified as GS-12.
