Project Manager I - Water & Wastewater

About the role
This position is responsible for developing a profitable water and wastewater engineering business within the State of Texas, primarily focused on the San Antonio area. The candidate will focus on business development, project development, and staff management, while also assisting in managing projects and local clients. This role requires leading high-level positioning activities, securing project opportunities, and expanding client relationships to grow the company’s presence. Veterans are encouraged to apply.
Responsibilities
- Positioning and Client Development (30%)
- Develop a water/wastewater business plan for the office with support from Delivery Leaders.
- Generate project/business opportunities through client contacts to meet revenue and growth goals.
- Identify project opportunities early, assess go/no-go criteria, and meet with potential clients.
- Collaborate with internal Delivery Leaders to develop strategies for future business opportunities.
- Conduct strategic research to support business development.
- Create new initiatives for building relationships and partnerships.
- Analyze market information to build relationships and connect business partners.
- Seek leadership opportunities in professional and community organizations.
- Stay informed about funding sources to assist clients with new projects.
- Represent Bartlett & West at trade/industry functions.
- Establish and maintain relationships with key local, county, state, and federal agencies.
- Build relationships with clients, peer organizations, and business associates.
- Consult with project managers on business proposals.
- Develop strategies to expand market penetration and enter new markets.
- Coordinate with the marketing team for positioning support.
- Project Oversight and Management (30%)
- Manage projects directly or through local staff, overseeing scope, schedule, fees, QA/QC, revenue, invoicing, and close-out.
- Client Maintenance (20%)
- Maintain client records in CRM software, including contact information, touchpoints, opportunities, and revenue estimates.
- Develop and participate in client maintenance activities with existing and prospective clients.
- Support relationship-building activities with clients and partners.
- Prioritize and track opportunity pursuits from client lists.
- Lead the client feedback process during projects and share insights with the team.
- Plan and facilitate stakeholder meetings to provide value to clients.
- Staff Recruitment and Management (10%)
- Identify, recruit, hire, and retain top talent based on the office business plan and HR collaboration.
- Manage local staff in the development and production of engineering deliverables.
- Mentoring/Coaching & Other Responsibilities (10%)
- Develop and deepen working relationships with project managers and senior management.
Requirements
- Bachelor’s Degree in Engineering (required).
- Minimum of 8+ years of experience in design, staff management, and business development.
- Demonstrated ability to develop business resulting in profitable sales and revenue.

Schedule
Limited travel beyond the geographic boundaries of the office location, with some travel required to corporate headquarters and other office locations (10-15%).
