Responsibilities
- Independently manages and guides to successful completion, in a timely manner and within budget, complex water and sanitary sewer utility engineering, building engineering design and or construction projects which are part of the Capital Improvement Plan as well as needs of the Utilities Department.
- Reviews construction plans, specifications, cost estimates, and other project related documents.
- Prepares bid documents, requests for proposals, contracts, and purchase orders; reviews project proposals; prepares and maintains project records and files.
- Tracks Budget; approves invoices; prepares reports for projects.
- Captures and coordinates with other county departments for reviews.
- Coordinates work of consulting engineers, contractors, and operation and maintenance personnel.
- Evaluates requests for information and change orders from contractors.
- Affirms that permits and inspections are on schedule.
- Performs duties of project engineer on construction projects.
- Assists in the development, planning, design, environmental permitting, bidding, and construction of multiple complex projects.
- Attends meetings where necessary to advance project.
- Performs related tasks as required.
Requirements
- Thorough knowledge of modern principles and practices of engineering.
- Thorough knowledge of modern principles and practices of building construction to include building codes.
- Detailed knowledge of design, construction, maintenance, and management of multiple complex utility, building and development projects.
- Possess a detailed understanding of the requirements for electrical, mechanical, and concrete construction.
- Ability to prepare technical reports, plans, and specifications.
- Ability to understand and interpret descriptions, construction plans, engineering records, and maps.
- Ability to plan and effectively supervise the work of supportive personnel.
- Ability to establish effective working relationships with other department staff, contractors, and the general public.
Qualifications
- A combination of education and experience equivalent to graduation from an accredited college or university with a degree in architecture, civil engineering, construction management, or related field and 3 years of experience with construction or project engineering/management of large projects.
- Professional Engineer (PE) license preferred.
