Project Manager - HJF - Bethesda, MD

HJF is seeking a Project Manager II to support a multidisciplinary team (including scientists, doctors, first responders, and members of the military) by overseeing all operational elements of one or more discrete projects within a multi-project portfolio. This role ensures deliverables are provided on schedule and within budget, focusing on tactical execution for the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). NIDCH supports military and civilian health operational readiness in crisis and conflict, coordinating among six U.S. departments: DoD, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation.

The Project Manager will primarily support NIDHC’s contributions to the National Highway Traffic Safety Administration Pre and Post-Crash Care (PPCC) Program, which aims to improve emergency medical services (EMS), 911, post-crash care, and crash prevention through research, education, and training related to medicine and public health.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine, serving military, medical, academic, and government clients since 1983.

Responsibilities

• Lead projects as directed by the Program Manager.
• Work collaboratively with team members, leadership, staff, and stakeholders.
• Manage operational elements of one or more individual projects.
• Define and document project scope, plan, and contribute to performance monitoring and reporting requirements.
• Track technical progress for each assigned project, ensuring alignment with statements of work and adherence to schedules, milestones, and deliverables.
• Develop, track, and manage project budget and expenditures.
• Identify, document, and develop plans to mitigate project risks.
• Produce and distribute project status reports and other documents.
• Communicate effectively with the team, stakeholders, and partners; translate sponsor expectations into actionable plans.
• Document and evaluate existing processes, procedures, and guidelines, making recommendations for enhancements.
• Identify potential scope changes and report them to the Program Manager in a timely manner.
• Perform other duties as assigned or directed by the Program Manager.

Requirements

• Bachelor’s degree required; Master’s degree preferred.
• Minimum of 3-5 years of relevant experience.
• Experience working in motor vehicle safety or with law enforcement is preferred.
• Ability to communicate clearly, work well with others, identify and resolve problems, and deliver results as a team.
• Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
• Working knowledge of software including Microsoft Office, Google Suite, proposal/project tracking, and data analysis tools.
• Detail-oriented.
• PMP certification preferred.
• Experience in emergency medicine or similar health/science-related fields preferred.
• Ability to obtain and maintain a T1/Public Trust Background Check.

Pay

The annual salary range for this position is $67,500–$95,000. Actual salary will be determined based on experience, education, and other factors.
