Responsibilities

  • Develop and maintain project schedules throughout planning, design, permitting, construction, commissioning, and closeout.
  • Develop project definition reports identifying project needs, justification, scope, schedule, budget, and funding requirements.
  • Manage multiple infrastructure projects concurrently while monitoring scope, schedule, budget, quality, technical requirements, and operational impacts.
  • Review engineering plans, specifications, technical reports, cost estimates, schedules, and related project documents.
  • Coverage with consultants and contractors to ensure projects progress in accordance with approved scope, schedule, budget, and contract requirements.
  • Participate in the development and review of design documents and provide input throughout the design process.
  • Provide oversight of bidding, procurement, construction, and project closeout activities, including review of bid and contract documents, submissions, payment requests, amendments, change orders, and submittals.
  • Prepare project status, progress, financial, and management reports.
  • Aid with grant applications, funding requests, presentations, and other project-related documentation.
  • Coverage with funding and regulatory agencies to identify appropriate funding sources and support compliance with applicable requirements.
  • Support environmental compliance activities related to water quality, stormwater, erosion and sediment control, waste management, and other applicable requirements.
  • Maintain environmental permitting and compliance tracking systems for assigned projects.
  • Review environmental permits and regulatory requirements and coordinate with project teams to maintain compliance.
  • Coordinate with internal and external stakeholders to resolve project issues and maintain project progress.

Qualifications

  • Strong project management, organizational, analytical, and problem-solving skills.
  • Ability to manage multiple projects and priorities simultaneously.
  • Ability to work independently and effectively implement assigned tasks.
  • Strong written and verbal communication skills.
  • Ability to read, interpret, and review engineering plans, specifications, technical drawings, environmental reports, permits, and contract documents.
  • Understanding of the relationship between civil engineering design, construction activities, environmental requirements, and regulatory approvals.
  • Proficiency with Microsoft Office Suite required.
  • Experience with AutoCAD and Microsoft Project preferred.
  • Ability to effectively collaborate with consultants, contractors, regulatory agencies, and multidisciplinary project teams.
  • Valid driver’s license and ability to successfully complete and maintain required background-clearance requirements.

Education and Experience

  • Bachelor’s degree in Civil Engineering required; master’s degree preferred.
  • Engineer-in-Training (EIT) examination preferred, with the ability or interest to pursue Professional Engineer (PE) licensure.
  • Demonstrated experience supporting engineering projects through planning, design, permitting, construction, and closeout.
  • Experience with environmental permitting, regulatory agency coordination, wetlands, water quality, stormwater, or other environmental compliance activities preferred.
  • Interest in gaining broad project experience across a variety of civil engineering, infrastructure, environmental, and planning initiatives.

Physical Requirements and Work Environment

  • The position requires the ability to visit project and construction sites, walk throughout active transportation and infrastructure environments, and work both indoors and outdoors.
  • The position also involves prolonged computer use, sitting, and close attention to technical detail.

Pay and Benefits

Pay for this position is $85,000 annually with benefits.
