About the Role

The Project Manager provides owner's representative project management services for utility-scale wind, solar, and battery energy storage system (BESS) projects across the full project lifecycle—from early- and mid-stage development and pre-construction through construction, commissioning, and turnover to Operations. As a member of EPP's Project Management Solutions (PMS) team, the Project Manager acts on behalf of project owners to lead site execution, oversee EPC contractors, OEMs, vendors, and the owner's on-site quality control team while coordinating stakeholders to successfully deliver complex utility-scale projects. This is a hands-on, client-facing, billable delivery role requiring management of multiple projects simultaneously while balancing competing priorities, schedules, and resources.

Responsibilities

  • Site Execution, Safety & Owner Representation
    • Lead and manage all site activities involving EPC contractors, equipment suppliers, subcontractors, and construction service providers while ensuring safety remains the highest priority.
    • Ensure compliance with OSHA regulations, project safety plans, and all applicable regulatory requirements.
    • Serve as the Owner's Project Manager throughout the project lifecycle, from development and pre-construction through construction, commissioning, and operational turnover.
    • Manage the owner's on-site quality control team, including the Site Manager and civil and electrical specialists, ensuring QA/QC processes are effectively implemented and documented.
    • Serve as the owner's primary point of contact with landowners, regulatory agencies, customers, contractors, suppliers, utilities, and other project stakeholders.
  • Pre-Construction, Constructability & Design Support
    • Perform constructability reviews, project risk assessments, and change management throughout project development and execution.
    • Partner with Engineering, Development, Procurement, and Finance to optimize project design, constructability, and execution strategies.
    • Participate in micrositing reviews, site visits, construction document reviews, and development of quality control processes.
    • Configure and maintain project workflows and documentation within Procore.
    • Support due diligence activities, permitting, jurisdictional approvals, and provide technical input during EPC contract negotiations and development of technical exhibits.
  • Contracts, EPC, OEM & Vendor Management
    • Administer construction contracts and manage relationships with EPC contractors, OEMs, vendors, Owner's Engineers, Independent Engineers, and third-party consultants.
    • Review and monitor contractor schedules, budgets, scopes of work, subcontractor performance, EHS plans, and permit compliance.
    • Coordinate engineering, procurement, construction, commissioning, and startup activities with suppliers and system integrators.
    • Manage utility interconnection activities, testing requirements, and associated documentation through project completion.
  • Schedule, Budget & Cost Management
    • Develop, maintain, and monitor project schedules while proactively identifying and mitigating schedule risks.
    • Establish and track project performance metrics, schedules, risk profiles, and cost performance using company project management systems.
    • Manage project budgets, approve invoices, monitor expenditures, and administer change orders within approved financial limits.
    • Communicate project progress, challenges, risks, and mitigation strategies to internal and external stakeholders.
  • Reporting, Stakeholder Management & Financing
    • Lead recurring project meetings, including weekly contractor coordination meetings, internal project reviews, and monthly owner meetings.
    • Prepare and distribute monthly reports covering construction progress, schedule performance, budget status, quality metrics, and project risks using detailed reporting tools and executive dashboards.
    • Coordinate with Independent Engineers throughout construction, resolve outstanding issues supporting financial close, and manage documentation required for financing and stakeholder reporting.
  • Project Closeout, Turnover & Continuous Improvement
    • Coordinate substantial completion, final inspections, punch list resolution, and final project acceptance.
    • Lead project turnover to Operations & Maintenance (O&M) and Asset Management teams.
    • Conduct Lessons Learned reviews and contribute to the continuous improvement of internal policies, standards, and project management practices.
    • Mentor and support Associate Project Managers and other junior team members.

Requirements

  • Bachelor's degree in Engineering, Construction Management, or a related technical discipline, or an equivalent combination of education, certifications, and relevant experience.
  • Minimum of five (5) years of engineering, construction, or technical project management experience, including utility-scale wind, solar, or battery energy storage (BESS) construction projects.
  • Demonstrated ability to interpret engineering drawings, technical specifications, studies, and construction documentation.
  • Proven experience managing contracts, stakeholder relationships, project schedules, budgets, deliverables, risks, invoices, cost controls, and change management.
  • Proficiency with Microsoft Project and/or Primavera P6, Procore, Microsoft 365, and SharePoint.
  • Working knowledge of OSHA regulations and construction safety practices; OSHA 10 certification preferred.
  • Valid U.S. driver's license and willingness to travel to project sites.
  • Authorization to work permanently in the United States.

Preferred Qualifications

  • Experience managing utility-scale wind and/or solar construction projects.
  • Familiarity with wind project design and civil/structural engineering standards.
  • PMP certification, MBA, or other advanced degree.
  • Experience mentoring junior project managers or technical staff.
  • Working knowledge of GIS applications, including Google Earth, ArcGIS, and GlobalMapper.
  • Familiarity with NEC, NFPA, Smartsheet, SAP, and Quickbase.
