About the Role

You will serve as the principal authority for the planning phase of all repair, alteration, and modernization work at the Regional Maintenance Center (RMC) for assigned ship(s) during availabilities. As a core member of the ship’s maintenance team, you will ensure planning estimates are established for timely receipt of funds and resolve issues affecting cost, quality, schedule, and contract performance.

Responsibilities

  • Establish and maintain effective liaison relationships with Systems Commands, Type Commanders, Warfare Centers, and other customer representatives.
  • Evaluate and analyze policies and procedures, recommending changes to improve work processes and resource utilization for overall project success.
  • Coordinate, schedule, and administer assigned repair work to ensure advanced planning functions are completed in time for work list preparation, screening, specification development, and material ordering.
  • Coordinate, edit, correlate, and perform quality audits of work specification packages to ensure authorized work is completed as agreed upon with customers.
  • Develop new approaches, modify processes/techniques, and provide materials for guides/standards used by engineers, technicians, and public/private resources to support ship modernization, overhauls, and repair.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees must successfully pass the E-Verify employment verification check.
  • Current federal employees must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Retired military members appointed within 180 days of retirement are subject to 5 U.S.C. 3326 provisions.
  • Males born after December 31, 1959, must be registered for Selective Service.
  • Must successfully complete a pre-appointment physical examination.
  • Must obtain and maintain an interim and/or final SECRET security clearance prior to duty. Failure to maintain clearance may result in withdrawal of the job offer or removal.
  • Must complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report (OGE-450) within 30 days of appointment.
  • May require travel to CONUS and OCONUS locations, including remote or isolated sites, via military or commercial aircraft for extended periods.
  • Must have satisfactorily attained and maintained Project Manager certification per CNRMCINST 12410.1, Workforce Development Program.
  • Work onboard ships is required.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent private/public sector experience. Specialized experience includes:

  • Planning and managing ship overhaul operations by evaluating production activities and estimating labor or material costs to develop and implement improvements for fleet modernization efforts.

Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and skills applicable to paid employment.
