About the Role

The position is for a highly skilled Project Manager working in a very integrated technical environment within the SLA ITS. The team integrates multiple technologies, and the consultant will be required to work utilizing HBITS-identified high-demand tools in technologically advanced environments. The consultant will manage scope, schedule, and budget of complex multi-year ITS projects, guide multi-entity project teams, and be accountable for requirements gathering, creation of business and technical documentation, testing, deployment planning, risk mitigation strategies, and project status reporting. Responsibilities include managing staff using matrix management techniques, negotiating with senior management on resource allocations and project responsibilities, and delivering project status presentations to executives.

Responsibilities

• Manage 3-5 simultaneous application development projects, including Commercial Off-the-Shelf (COTS) projects and/or in-house projects, ensuring vendor delivers expeditious and thorough implementation of version upgrades, installations, configurations, custom development, triage, troubleshooting incidents, and testing, with projects adhering to the Secure System Development Life Cycle (SSDLC).
• Oversee project execution and control, including creating and maintaining project budgets, project schedules in MS Project, project scope, status reports, communication plans, project management plan, and quality standards throughout the project management lifecycle from initiation to closeout.
• Develop and manage formal project schedules in a project tracking tool, such as Microsoft Project, including tracking progress and variances against baselines utilizing Waterfall, Agile, and Hybrid methodologies; use standard PM techniques (e.g., scrum sessions) to update project schedules; and present schedule/status updates to ITS and client agency leadership.
• Develop, write, and manage detailed Scope Documents; review project deliverables; manage the deliverables acceptance process; and use the project scope and deliverable management process to handle project change requests.
• Lead project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT), defect and metrics management, and quality governance.
• Manage and lead multi-phased, high-visibility projects, reporting to the highest-level government IT projects in a State or Federal Agency, preferably involving licensing projects.
• Implement business process re-engineering and organizational change management projects (36 months of post-PMP experience required).

Requirements

• 84 months of experience as a Project Manager managing application development projects.
• 84 months of experience in project execution and control, including budget, schedule, and scope management using MS Project.
• 84 months of experience developing and managing formal project schedules in tools like Microsoft Project, using Waterfall, Agile, and Hybrid methodologies.
• 84 months of experience developing, writing, and managing detailed Scope Documents and deliverable acceptance processes.
• 84 months of experience in project quality planning, testing (including UAT), and quality governance.
• 84 months of experience managing high-visibility projects in a State or Federal Agency, preferably involving licensing.
• 36 months of post-PMP project management experience in business process re-engineering and organizational change management.
