About the role

The Office for People With Developmental Disabilities (OPWDD) Enterprise Project Management Office (EPMO) is seeking a Project Manager 1 to assist with complex projects across the organization. Under the direction of a Project Manager 2, the incumbent will assist with projects through the full project lifecycle and will be responsible for creating and maintaining project documentation. This will be a collaborative role, working directly with other project and portfolio managers, as well as divisions across the organization.

Responsibilities

  • Assist with coordinating multiple complex agency-wide projects or components of projects.
  • Assist with or develop project charters.
  • Coordinate, facilitate and/or participate in needed meetings.
  • Draft detailed agendas, meeting notes, and other project documentation.
  • Assist or develop scope documents, workplans and timelines.
  • Manage and monitor project tasks.
  • Assist in developing, managing and monitoring communication plans.
  • Assist in identifying and documenting potential risks and creating mitigation plans.
  • Maintain project records, track timelines and develop status reports.
  • Manage, edit, and track applicable deliverables and work products.
  • Assist with change management activities.
  • Assist in developing business requirements documentation.
  • Maintain project resource libraries.
  • Assist in planning and coordination of transitioning project to ongoing operations.
  • Attend courses, conferences, forums, and webinars to advance knowledge in management tools and techniques and learn about best practices.

Requirements

Open Competitive:

  • Project Manager Trainee 1, NS (SG-14): Four years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
  • Project Manager Trainee 2, NS (SG-16): Five years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
  • Project Manager 1, SG-18: Six years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive: Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.

Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. 55 B/C Qualifications: Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement. Additional Information

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status without needing to take an exam. Appointments may also be made at the Project Manager Trainee levels. Candidates hired at the entry-level title (Project Manager Trainee 1) may be advanced to the full-performance level (Project Manager 1) following satisfactory completion of two years of service.

  • Project Manager Trainee 1: $53,764*
  • Project Manager Trainee 2: $59,994*
  • Project Manager 1: $66,951* - $85,138*
