About the Role

As the Project Leader, Originations, you will focus on opportunities within your assigned region. You will be accountable for the success of affordable housing projects, including third-party deal sourcing in targeted markets, deal underwriting, preliminary deal evaluation, negotiation of purchases and related documents, procurement of financing, management of third-party consultants, and coordination of internal resources to facilitate successful closings.

Responsibilities

  • Identify, pursue, and submit tax credit, bond, subordinate (FHLB, HOME, etc.), and lender applications to develop affordable housing communities.
  • Submit multiple tax credit applications each year and close multiple tax credit transactions annually.
  • Secure not less than two revenue-producing projects per year (9% awards, 4% awards, acquisition projects, and/or third-party management contracts).
  • Identify and analyze new and existing senior housing development opportunities.
  • Prepare reports on market investigation, comparable sales analysis, competitor evaluation, and demographic research.
  • Build and maintain relationships with State Housing Finance Agencies, affordable housing owners, developers, brokers, and other stakeholders.
  • Develop and maintain thorough knowledge of State Housing Finance guidelines, scoring criteria, and regulations.
  • Identify and pursue project-related subordinate ("soft") funding such as FHLB funds, HOME funds, and Housing Trust Funds.
  • Prepare preliminary financial underwriting for potential new construction projects, substantial renovations, and/or acquisitions.
  • Manage and interpret third-party consultants and reports.
  • Lead community stakeholder outreach materials and strategies for new development projects.
  • Lead the zoning and entitlement process for housing developments.
  • Support the preparation and negotiation of business terms for Purchase & Sale Agreements, including Partnership MOUs.
  • Represent National Church Residences with various jurisdictional staff (city, county, state, etc.).
  • Review construction/rehab plans with Construction Management and third-party architects.
  • Manage critical financial and compliance deliverables by overseeing equity installment triggers, lease-up progress, cost certification, and loan conversions.
  • Drive projects to completion/8609 issuance by coordinating all completion milestones, ensuring timely achievement of Pro-Forma lease-up and stabilized occupancy benchmarks, and timely issuance of IRS Forms 8609.
  • Participate in strategic planning efforts for the Development Department.
  • Track and satisfy project-related critical path benchmarks such as entitlements, third-party reports, design documents, and construction approvals.
  • Provide support and guidance to Department leaders in areas such as project presentations for external stakeholders, coordination of internal resources, and National Church Residences’ internal investment committee.
  • Demonstrate and maintain a positive, professional manner, manage time efficiently, and promote a team approach.
  • Adhere to all policies, procedures, and terms set forth in the Employee Information Guide, Code of Conduct, and facility handbooks.
  • Ensure all care is provided with respect and dignity for residents/clients, their families, and staff.
  • Report complaints, allegations of abuse, misappropriation of funds, or other compliance-related issues.
  • Complete all annual education requirements, including Compliance, Privacy, Security, and HIPAA training.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree or equivalent experience.
  • Minimum of 4 years of related experience in multifamily and/or affordable housing real estate, preferably with Low-Income Housing Tax Credit experience.
  • Excellent communication, comprehension, and interpersonal skills.
  • Ability to speak, read, write, and understand English, and make self understood.
  • Proficient in Excel and other Microsoft Office suite products, with a willingness to learn new technology.
  • Ability to manage multiple affordable housing projects in various development stages.
  • Demonstrated ability to take ownership of projects and analytical skills.
  • Understanding of affordable housing fundamentals, financing, market dynamics, and economic and demographic drivers.
  • Direct experience with tax credits, FHA mortgage programs, tax-exempt bonds, Section 8, and other sources of affordable housing financing.
  • Excellent written and verbal communication skills, as well as networking skills.
  • Collaborative skills, working with diverse internal and external entities to accomplish project goals.
  • Ability to multitask and meet simultaneous deadlines.
  • Negotiation skills.
  • Willingness to travel up to 25%.
  • Valid driver’s license and ability to meet National Church Residences’ motor vehicle policy.
